November 5, 2013
Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, November 5, 2013. The meeting called to order 7:30 p.m. with the following members present: Sandy Peterson, Jay Bartkowicz, Tim Grittner, AJ Johnson and Jim Molitor. Also present: Mike Rude, reporter Liz Verley, and Brian Zapzalka.
Minutes of the Swanville City Council meeting held October 8, 2013 were read. Jim Molitor made a motion to accept the minutes as read. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by AJ Johnson and seconded by Jim Molitor to approve the treasurer’s report. All members voted in favor, motion carried.
Mike Rude, city engineer, gave a report on the 2013 water project. Roads are near completion with tarring. Third Street east has first layer of black top, the second layer will be applied next spring. Curbs and sidewalks will be finished this week. Black top entrances to the driveways on the project will be put in next spring. Alley by the mill will be completed next spring for the same proposal amount as quoted by Tri-City Paving.
Resolution #131105 Adopting Assessment for the 2013 Water Project was looked at and discussed. After discussion Tim Grittner made a motion to adopt resolution #131105. Jim Molitor seconded the motion. All members voted in favor, motion carried.
Disbursement #4 in the amount of $324,868.53 for Larson Excavating was looked at. Tim Grittner made a motion approve disbursement #4. AJ Johnson seconded the motion. All members voted in favor, except Jim Molitor. Motion carried.
Mike Rude brought to council’s attention that Steve Lafontaine, from Minnesota PFA, will be making a project audit on Thursday, November 7 at 9:30am. Mike and the city clerk will meet with Steve and go over paper work that has been completed thus far and make a tour of the project. Council is invited to attend if they like. The audit could take up to two hours.
The city maintenance man has given his verbal resignation notice to the Mayor. There was discussion; it was then decided to discuss the maintenance position in a closed meeting after the regular monthly meeting has adjourned.
Jessie Hedin has turned in 54 hours for watering the plants and trees on Main Street during the summer months. Mayor Peterson made a motion to pay Hedin $15.00 an hour for the work done and the use of her four wheeler. Tim Grittner seconded the motion. AJ Johnson objected. The rest of the members voted in favor, motion carried.
The following claims were presented for payment. Members of the Council were furnished with a listing. Tim Grittner made a motion to approve the claims. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried.
The next monthly meeting will be held December 3, 2013 at 7:30 p.m.
There being no further business, a motion was made by AJ Johnson and seconded by Tim Grittner to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:45 p.m.

Swanville City Emergency
Meeting • November 13, 2013
An emergency meeting was called on Wednesday, November 13, 2013. The meeting called to order at 6:30 p.m. with the following members present: Sandy Peterson, Tim Grittner, AJ Johnson and Jim Molitor. Absent: Jay Bartkowicz.
The purpose of the emergency meeting was to discuss the resignation of the city maintenance worker. The city attorney was contacted on this matter. After discussion, Tim Grittner made a motion to pass a resolution accepting the resignation of the worker, which was verbally given to the Mayor on Wednesday, October 16, 2013. AJ Johnson seconded the motion. All members present voted in favor, motion carried. Jay Bartkowicz abstained over the phone. A letter will be sent to the worker accepting his resignation and thanking him for his many years of service and good work he has done for the City of Swanville.
A help wanted ad will be posted for a full time Water/Waste Water Operator/Maintenance worker.
