Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, July 8, 2014. The meeting called to order 7:30 p.m. with the following members present: Sandy Peterson, Tim Grittner, Jim Molitor, AJ Johnson, and Jay Bartkowicz. Also present: Lowell Drager, Brenda & Dennis Schmidt, Carol Dold, Mary Backlund, Jon Archer, Dan Rocheleau, Mark Hallen, Lonny Hutchins and reporter Kerry Drager.
Minutes of the Swanville City Council meeting held Tuesday, June 3, 2014 were read. A motion was made by Tim Grittner to approve the minutes as read. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor seconded by Tim Grittner to approve the treasurer’s report. All members voted in favor, motion carried.
Dan Rocheleau introduced himself and stated he was running for Morrison County Sheriff. Rocheleau gave a background description of himself, then listened to comments and answered questions from council members.
Mary Backlund, city auditor, was present to explain the 2013 city audit. Jon Acher, assistant, explained the letter of intent from Schlenner Wenner & Co. After discussion and questions were answered, Jim Molitor made a motion to accept the 2013 city audit. Tim Grittner seconded the motion. All members voted in favor, motion carried.
Mark Hallen, with Widseth, Smith & Nolting, presented council with partial payment #8 in the amount of $10,667.82. After discussion, Jim Molitor made a motion to pay partial payment #8. Tim Grittner seconded the motion. All members voted in favor, motion carried. Residents present from Rhoda Avenue voiced their feeling on the boulevard and cement in front of their property. Hallen stated that a formal letter will be sent to the Rhoda Avenue Project Contractor stating the punchlist items needs to be completed by August 10, 2014. Hallen went with the residents to look over the areas of complaint.
Council looked at the bid from Tri City Paving for repaving the alley behind the bank. Tim Grittner made a motion to have Tri City Paving do the repaving. Jim Molitor seconded the motion. All members voted in favor, motion carried. City maintenance worker, Lonny, stated that Tri City Paving should be out next week to do the work.
Mayor Peterson presented a letter from the Initiative Foundation of Morrison County asking council to consider a contribution for 2015. After discussion, Jim Molitor made a motion to contribute to the Foundation $600.00 as in years pass. Tim Grittner seconded the motion. All members voted in favor, motion carried.
There will be a board of equalization training session in the Morrison County Courthouse on Tuesday, September 16, 2014 at 7:00. Council members Jim Molitor and AJ Johnson and Mayor Peterson stated they would plan to attend.
Resolution 2014-0708 was presented to the council. This resolution is accepting a donation from the Swanville
Lions Club for $25,000.00. Jim Molitor made a motion to accept resolution 2014-0708. AJ Johnson seconded the motion. All members voted in favor, motion carried.
Mayor Peterson stated she was contacted by Rebecca McCollough who asked if she could come into Swanville with her ice cream truck this summer. Council did not see a problem with this.
Mayor Peterson stated she had received some information from the State of MN on E cigarettes. This information will be in the city clerk’s office if anyone is interested.
The proposed firearm ordinance was looked at with the changes that were made. Council decided to set a Public Hearing on August 5, 2014 at 7:15pm. Notices will be pinned up and put in the Morrison Co Record.
The estimates for the culvert on Springbrook Drive were looked over. After discussion, Jim Molitor made a motion to have Maciej Construction put in the steel culvert. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried.
Mayor Peterson wanted to inform residents that there will be AED training on July 17, 2014 in Little Falls. Anyone interested should contact the Mayor for more information.
Jim Barthel contacted the Mayor and stated he would like to rent the land in the Industrial Park to make hay. Council agreed to rent the land for $300.00 this year to Barthel.
Jim Molitor presented council with two bids for a commercial lawnmower. After discussion it was decided to table.
There will be an informative meeting on the Swanville Post office hours on Tuesday, July 29, 2014 at 4:00pm in the Swanville Center. Surveys have been sent out to all within the Swanville delivery area.
The following claims were presented for payment. Members of the council were furnished with a listing. Tim Grittner made a motion to approve the claims. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried.
The next monthly meeting will be held August 5, 2014 at 7:30 p.m. with the Public hearing taking place at 7:15 p.m.
