Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, June 3, 2014. The meeting called to order 7:30 p.m. with the following members present: Sandy Peterson, Tim Grittner, and Jim Molitor. Absent: AJ Johnson, Jay Bartkowicz. Also present: Sheila Funk & Ben Grams, Joe Maciej, Duane Johnson, Mike Rude, Lonny Hutchins and reporter Kerry Drager.
Minutes of the Swanville City Council meeting held Tuesday, May 6, 2014 were read. A motion was made by Tim Grittner to approve the minutes as read. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor seconded by Tim Grittner to approve the treasurer’s report. All members voted in favor, motion carried.
Mike Rude, City Engineer, presented council with a withholding calculation paper from the 2013 Water System Improvements for Larson Excavating. Jim Molitor presented pictures of problem spots on city streets during the last heavy rain in Swanville. Council stated they had many concerns from residents with property on the water project route. After much discussion, Mayor Peterson made a motion to hold all the retain age money from Larson Excavating until the withholding list is completed and inspection is done. Jim Molitor seconded the motion. All members voted in favor, motion carried.
City maintenance, Lonny Hutchins, reported that the water line/curb stop to the city bathrooms by the horseshoe pits is in need of some work. Maciej Construction will be working on the problem. Tri-City Paving will be working on the pot holes and patch spots made by the gas company. It was brought to the Mayors attention with heavy rains the property on 204 Berkey Avenue has water problems. After discussion it was decided to table.
The Mayor presented to the council two bids to repair the culvert on Springbrook Drive. It was decided to table at this time.
A land use permit was presented for Alan Loxterkamp to build a 32’x 45’garage. P & Z committee stated all the requirements have been met and the fee has been paid. Jim Molitor made a motion to approve the permit with the exception that the side walls are to be 12’ tall. Mayor Peterson seconded the motion. All members present voted in favor, motion carried.
Sheila Funk from Morrison Co Public Health and Ben Grams from Live Better Live Longer organization, were present to promote a better health event happening in Little Falls on June 15. Hopefully this event will trigger other cities to do the same. They will help cities organize such events around Morrison County.
Duane Johnson, representing the Swanville Lions, was present to ask council to consider a temporary strong liquor license for the three day Swanville Mid Summer Carnival. The clerk has discussed this issue with the MN Alcohol Enforcement Division and if the council approves the license, the clerk will fill out a form and send it in to the state and then the state has to approve the license. After discussion, Jim Molitor made a motion to allow the Swanville Lions Club a three day temporary strong liquor license for July 11, 12 and 13, 2014 for a fee of $80.00. Tim Grittner seconded the motion. All members voted in favor, motion carried.
The following claims were presented for payment. Members of the council were furnished with a listing. Sandy Peterson made a motion to approve the claims. Jim Molitor seconded the motion. All members voted in favor, motion carried. The next monthly meeting will be held July 8, 2014 at 7:30pm.
There being no further business, a motion was made by Tim Grittner and seconded by Jim Molitor to adjourn. All members voted in favor, motion carried. Meeting adjourned 9:35pm. Julie Hollermann, City Clerk/Treasurer
