Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, March 4, 2014. The meeting called to order 7:30 p.m. with the following members present: Sandy Peterson, Jay Bartkowicz, Tim Grittner, Jim Molitor, and AJ Johnson. Also present: Brenda Schmidt, Mike Rude, Lonny Hutchins and Liz Verley, reporter.
Minutes of the Swanville City Council meeting held Tuesday, February 11, 2014 were read. A motion was made by Jim Molitor to approve the minutes as read. Tim Grittner seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by AJ Johnson and seconded by Tim Grittner to approve the treasurer’s report. All members voted in favor, motion carried.
Mayor Peterson announced there will be a closed meeting following the regular monthly meeting to discuss personnel issues.
Mike Rude, City Engineer, was present to discuss with the council frozen water lines and what is happening in other cities. Mike advised residents should leave water run in a pencil line stream of water. Council agreed, water will be charged according to last years usage for months leaving water run. Should water lines freeze up, residents should contact the city clerk and present the bill for thawing water lines and the city will pay half of the plumbing bill.
City maintenance man, Lonny, stated the new bucket for the city tractor should be ready this week. A bucket edge and pins needed to be added. He also stated his cell phone ran over minutes and was wondering if you could get compensated for extra minutes. Council agreed, and asked Lonny if he could check into a more minute plan and report back the extra cost to council.
Jim Molitor stated the Kubota should be ready about the middle of this month. It will come equipped with a sweeper and blade.
Mayor Peterson presented council with a contract from Dan Thilquist. Dan has a class B and C and a type 4-O waste disposal license. The contract states that Dan will assist and advise in the water and wastewater system. He is an independent contractor and will receive $600.00 a month with no benefits. Tim Grittner made a motion to sign the contract with Dan Thilquist. AJ Johnson seconded the motion. All members voted in favor, motion carried.
A phone alarm system is being looked in for the sewer plant. If the plant should malfunction the system will alert the numbers that are programmed into the alarm.
The Mayor presented council with the Morrison County Grant Funding Agreement for cleanup day in the amount of $375.00 and recycling grant for $1176.00. Tim Grittner made a motion to have the Mayor sign the agreement. AJ Johnson seconded the motion. All members voted in favor, motion carried. Clean up day is tentatively set for May 3, 2014. Brenda Schmidt was present to see if city wide garage sales could be in conjunction with the cleanup day. Council agreed. Mayor Peterson would like to have a city bike ride that day also. Notices will be sent to business owners to see if they would like to participate with “crazy day” in store specials.
The Astech sweeping agreement was looked at and discussed. Tim Grittner made a motion to sign and have Astech sweep the city streets this spring. AJ Johnson seconded the motion. All members voted in favor, motion carried.
The Morrison County Humane Society agreement was presented to the council. After discussion Tim Grittner made a motion to sign the agreement. Jim Molitor seconded the motion. All members voted in favor, motion carried.
Mayor Peterson stated she has been getting many calls about dogs running lose in the city. Residents need to have their dogs on leashes. If complaints continue, the sheriff’s department will be called and the resident will be charged for the pickup of the animal.
The Board of Equalization meeting is set for April 15, 2014 at 2:00pm. It will be held in the Swanville Center. Tim Grittner, Jim Molitor and Mayor Peterson stated they would be present.
Mayor Peterson presented to council a subordination agreement with a deed home on 308 Rhoda Avenue. After discussion Tim Grittner made a motion to sign the agreement. AJ Johnson seconded the motion. All members voted in favor, motion carried.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Tim Grittner seconded the motion. All members voted in favor, motion carried.
The next monthly meeting will be held April 8, 2014 at 7:30 p.m.
There being no further business, a motion was made by Tim Grittner and seconded by Jay Bartkowicz to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:10 p.m.
The meeting was then closed to discuss a personnel issue.
