Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, October 7, 2014. The meeting called to order 7:30 p.m., with the following members present: Sandy Peterson, Jay Bartkowicz, and Jim Molitor. Also present: Brenda Schmidt, Gene Epling, Mark Hallen, Lonny Hutchins and reporter Kerry Drager.
Mayor Peterson announced there will be a closed meeting after this council meeting to discuss a personnel issue.
Minutes of the Swanville City Council meeting held Tuesday, September 2, 2014 were read. A motion was made by Jim Molitor to approve the minutes as read. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by Jay Bartkowicz to approve the treasurer’s report. All members voted in favor, motion carried.
Mark Hallen. City Engineer, stated to the council that there would be an additional $65,000.00 that the city could borrow to be used for the extra projects that were done in 2014. Mayor Peterson made a motion to borrow the additional money at the low interest rate to compensate the additional projects that were done this year. Jim Molitor seconded the motion. All members voted in favor, motion carried. Hallen will get the necessary paper work completed. The punch list is now completed. The clerk will forward the invoices to Hallen for work the city had done and paid for, which will be deducted from the retainage money to Larson Construction. The final payment will presented at the November meeting for the Rhoda Avenue project. Brenda Schmidt was present to thank the council for getting the boulevard work on Rhoda Avenue finished and looking very nice.
Mayor Peterson stated that October 9, 2014 is proclaimed as Senior Citizen Day in Swanville. The seniors will be enjoying a free meal donated by many Swanville businesses and the Swanville Lions Club served at Uncle B’s Café.
City maintenance man reported he had gone to the City of Bertha and bought a number of parts that will be used at the sewer plant.
The 2014 budget was discussed and Jim Molitor made a motion to approve the 2014 budget as presented. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried.
Putting in a sand point on a resident property was discussed. The Mayor will check with the MN Department of Health and Morrison County to find out regulations.
There is repair work that needs to be done on the sidewalk on Third Street between DeGraff and Berkey Avenue. Council stated that the repair work would be up to the property owner.
Jim and Diane Loven would like to add on to their existing shed an 18’x40’addition. P&Z have approved this addition. After discussion, Mayor Peterson made a motion to approve the addition. Jim Molitor seconded the motion. All members voted in favor, motion carried.
Mayor Peterson proclaimed the month of October as National Domestic Violence Awareness month in Swanville.
The following claims were presented for payment. Members of the council were furnished with a listing. Jay Bartkowicz made a motion to approve the claims. Jim Molitor seconded the motion. All members voted in favor, motion carried.
Because of the general election, the next monthly meeting will be held Thursday, November 6, 2014 at 6:00 p.m.
