Call to Order: Ron Frericks called the meeting to order at 8:00 pm. The pledge of allegiance was recited.
Members Present: Ron Frericks, Ray Bense, Mary Ann Primus & Mike Rohe.
Agenda Approval: A preliminary agenda was presented. Ron asked if there were additions to the agenda. Ray made the motion to accept the agenda. Mike made the second. All in favor. Motion carried.
Approval of Minutes: The clerk provided copies of the August 6, 2018 minutes to the board. Ray made the motion to accept the minutes. Mike made the second. Minutes approved.
Town Clerk’s Report: Clerk presented the claims list for August. Claims list included claims 3222-3238 for a total of $29,064.91. Mike made the motion to approve the claims; Ray made the second, Motion carried. Mail included information on trainings, an opportunity for election judge training and a P&Z letter.
Road and Bridge Report: Ray began with the question of a tar project for Arden Drive, the township portion along with the Angler Drive reclaiming project scheduled for 2019. He felt it would be a good time for property owners on the rustic portion of Arden and Arbor Drive to be given the option to tar also. Ray explained that even though they are designated rustic roads, the road can have hard surface. Loren Felbaum, Todd County Engineer was present to answer questions on the paving part of the proposed road project. This brought up questions about the condition of the road now and how repairs would be handled before tarring would begin. Concerns for speed and safety were also expressed and whether speed bumps would be installed. Property owners were concerned about maintenance as they felt it is not well maintained now. Other questions included whether the road could have the rustic road designation removed and would that make a difference. Any excavations to widen the road would require permits from the DNR and Sauk River Watershed at least. The Township requires at least 66 ft. for it to become a regular township road. Suggestion was made to continue with calcium chloride as in the past, however, it was noted that the calcium chloride has been found to be harmful to the lake, perhaps the Township should look into other options. Arbor Drive residents were concerned about water runoff and the bank on the one side of the roadway. Rain water would be pooling on the road and in the yards. Ron asked to review the treasurer’s report before making his decision. After more discussion on when the Township would have more funds and when the bill would come for this project. Ron made the motion to tar the Township’s non rustic portion of Arden Drive. Ray made the second. Residents of Arden Drive (rustic portion) were prepared to present the petition to request the Township include that portion of the road. They decided to wait until the supervisors and Erv H. and property owners of Arden and Arbor could review the road and estimate the cost for preparation for the tar project. They will meet on the road on Sept. 17th.
Ray reported on the culverts that had been installed, he reported on someone dumping junk and brush into the road ROW. Ray asked Erv to redo the Mary’s Lake road, where he had filled washouts, too much sand, use crushed rock this time.
Report on the letter received from the attorney on the 335th tar project, Mike made a motion to have the clerk contact the attorney to send a letter to Knife River, Ron made the second. Motion carried.
