Minutes of the Swanville City Council meeting held in the Swanville Center on Friday, November 9, 2018. The meeting called to order 5:00 p.m. with the following members present: Sandy Lange, Norm Carlson, Deb Wood, Jim Molitor and Tony Maciej. Also present: Jeremy Boots from Moore Engineering, Lonny Hutchins and reporter Sheila McCoy.
Minutes of the Swanville City Council meeting held Tuesday, October 2, 2018 were reviewed. A motion was made by Tony Maciej, to approve the minutes as printed. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by Tony Maciej to approve the treasurer’s report. All members voted in favor, motion carried.
City maintenance man, Lonny reported the Swanville Lions Club plan on donating $27,500.00 to purchase of a new Kubota with blade and brush. The city will put the city owned 2008 Kubota up for bids with a minimum bid of $6500.00. Bids will be accepted until November 30, 2018.
Jeremy Boots, from Moore Engineering, was present to discuss with council the contract between Moore and the City. Mayor Lange presented changes the city attorney feels should be done. Boots took a copy with him to change the contract. Council also discussed with Boots the land by the water tower and how much land would be needed to build a new tower. Boots advised at least a 150’ by a 150’ spot with some additional space around it. He will send out an email with more information. Council also discussed doing some repairs to the present tower to help prolong the life of the tower. A 5 to 10 year capital improvement project list, listing upcoming projects, was also discussed.
Stuart Johnson is requesting a variance to build a garage on the site of a previous garage site. A Public Hearing was held by Planning & Zoning for this variance. P & Z approved the variance with the stipulations that gutters need to be put on the north side of the garage and an agreement needs to be signed with Johnson and Alan Loxterkamp the property owner next to the future garage. Council member Norm Carlson made a motion to approve the garage variance for Stuart Johnson with the stipulation that gutters be put on the north side of the garage and the agreement is signed. Tony Maciej seconded the motion. All members voted in favor, motion carried.
Mayor Lange presented to the council Resolution #18-1109A which states the Swanville Lions Club has offers to donate $3000.00 to the City of Swanville to be used toward city park expenses. Mayor Lange also presented to the council Resolution #18-1109B which states the Swanville VFW Post #6037 offers to donate $1000.00 to the City of Swanville to be used toward city park expenses. Jim Molitor made a motion to accept the donation resolutions #18-1109A from the Swanville Lions Club and #181109B from the Swanville VFW Post #6037. Deb Wood seconded the motion. All members voted in favor, motion carried. The council thanks the Swanville Lions Club and the Swanville VFW for the generous donations.
Council members looked over the voting results from Morrison and Todd Counties. The following is a summary of the total votes cast:
Mayor 2 year term: Sandy Lange – 95 votes Write-ins – 11
2 Council members 4 year term: Tony Maciej – 97
Jim Molitor – 74, Write-ins – 10
1 Council member 2 year term: Deb Wood – 98, Write-ins – 2
Sandy Lange was re-elected for Mayor for 2 years.
Tony Maciej and Jim Molitor were re-elected for 4 year council members.
Deb Wood was re-elected for 2 year council member.
The canvassing board which consists of the Swanville City Council accepts the returns of the general election 2018 and signed the designated documents to be forwarded to Morriosn and Todd Counties.
Mayor Lange presented to council the Todd County Hazard Mitigation Plan. After council looked over and discussed the plan, Tony Maciej made a motion to adopt the Todd Co Hazard Mitigation Plan. Norm Carlson seconded the motion. All members voted in favor, motion carried.
Delinquent utility bills were discussed. All delinquent nonmetered water/utility bills and refuse/recycling bills will be put on 2019 property taxes any metered water/utility bills will be sent disconnection notices.
The following claims were presented for payment. Members of the council were furnished with a listing. Deb Wood made a motion to approve the claims. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held at 7:00 p.m., Tuesday, December 4, 2018.
There being no further business, a motion was made by Tony Maciej and seconded by Norm Carlson to adjourn. All members voted in favor, motion carried. Meeting adjourned 5:35 p.m.
