Grey Eagle City • August 12, 2026

The regular meeting of the Grey Eagle City Council was called to order by Mayor Joseph Arnzen at 7:00 pm on the 12th day of August 2026 in Council Chambers. Council members present were Brad Johnson, Brian Hollenkamp, Roland Ahrendt and Chris Browen. No council members were absent. Also in attendance were Beth Ramacher and guests: Lance Chase, Jeremy Freudenrich and Jon Stueve.
A motion was made by Brad Johnson to approve the agenda. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
A motion was made by Roland Ahrent to approve the minutes of the July 14, 2026 meeting. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.
Jon Stueve and Jeremy Freudenrich led the Council on a tour of the Water Treatment Plant (WTP) and presented the water and wastewater report. The Council saw the newly painted pipework and floors. The new automated flow meter and ductwork that were installed were pointed out. A new cabinet for the chlorine will be needed outside at some point in the future.
Maintenance worked on exercising the gate valves throughout the city. This should be done annually. There were a number of them that they could not open. The city will reach out to MN Rural Water for assistance.
A motion was made by Brian Hollenkamp to approve having a new Minnesota Power meter in the City’s name added to the “Welcome to Grey Eagle” sign going up near 327 State Street West. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
A motion was made by Brian Hollenkamp to have Beth Ramacher listed as the Control Person for accounts at Magnifi Financial. A second was made by Roland Ahrent and upon vote, with all members voting in favor, motion carried.
An appreciation card was sent to the City from the Grey Eagle Library Association Board.
The council would like to see if the county can put both the pedestrian and playground signs on County Road 102 in both directions before the playground. If not both, they would like the playground signs up. The clerk will reach out to Loren at Todd County to get these up.
A motion was made by Brian Hollenkamp to have a 911 number ordered for the West Lift Station. A second was made by Chris Browen and upon vote, with all members voting in favor, motion carried.
Information for a grant opportunity for playground equipment was shared. There is nothing needed at this time.
Discussion was held on a grant opportunity from Advocates for Health for an AED. Jon Stueve is President of the Joel Birr Memorial Foundation which provides AEDs to communities. He is going to share more information with the City and help get one for Grey Eagle.
A quote was reviewed from MBC Drainage to help with water on Woodman Street near the city shop. The Council does not wish to move forward with this project.
Mayor Arnzen shared two quotes for updating the Lions Shelter at the park. He is going to share them at the next Lions Meeting. The Lions have discussed a possible street dance for 2027. The Council is in favor of this if held in the City Parking Lot.
Employee reviews were given by Mayor Arnzen and Brad Johnson. Information was shared with the Council.
The 2027 Preliminary Budget and Levy were presented. The Council was asked to review prior to the September meeting and reminded that this will need to be approved by Resolution and sent to Todd County.
The Council discussed various Sourcewell Funding Opportunities available through Sourcewell for FY 2026-2027. Quotes were presented for different items & projects. More discussion will be held at the September meeting.
A motion was made by Chris Browen to approve Resolution 2026-19: Accepting $50 Donation from Connie & Mark Nelson for the Fire Department. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried. The ordinance reads as follows:
RESOLUTION NO. 2026-19: A RESOLUTION ACCEPTING $50 DONATION FROM CONNIE & MARK NELSON FOR THE GREY EAGLE FIRE DEPARTMENT
WHEREAS, money has been donated by Connie & Mark Nelson; and
WHEREAS, the City Council feels that the donation will benefit citizens of the area;
1. That the City Council of the City of Grey Eagle formally accepts the donation from Connie & Mark Nelson for the Fire Department.
2. That the City Clerk is authorized and directed to make the appropriate revenue and expenditure budget adjustments as needed to reflect this donation and its intended use.

A motion was made by Brian Hollenkamp to approve Resolution 2026-20: Increase Bulk Water Rates. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried. The ordinance reads as follows:
RESOLUTION NO. 2026-20: A RESOLUTION TO INCREASE BULK WATER RATES
WHEREAS, The Council of the City of Grey Eagle recommends an increase in the bulk water rates; and
WHEREAS, the Council of the City of Grey Eagle indicates said water increase would not be applied to the residential water rates; and
NOW, THEREFORE, the City Council of the City of Grey Eagle, Todd County, State of Minnesota, hereby resolves:
1. The bulk water rates shall increase to $20 per thousand gallons.

A motion was made by Brian Hollenkamp to approve Resolution 2026-21: Setting Water Rates. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried. The ordinance reads as follows:
RESOLUTION NO. 2026-21: A RESOLUTION SETTING WATER RATES
WHEREAS, The Council of the City of Grey Eagle recommends the base water rates be re-adjusted to meet operational and capital needs, effective September 1, 2026;
NOW, THEREFORE, the City Council of the City of Grey Eagle, Todd County, State of Minnesota, hereby resolves:
• Residential base water rate will be a flat rate of $17.50 per month for the first 335 gallons and $0.0019 per gallon after

A motion was made by Brian Hollenkamp to approve Resolution 2026-22: Setting Garbage Rates. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried. The ordinance reads as follows:
RESOLUTION NO. 2026-22: A RESOLUTION SETTING GARBAGE RATES
WHEREAS, The Council of the City of Grey Eagle recommends the garbage rates be re-adjusted to meet operational needs, effective September 1, 2026;
NOW, THEREFORE, the City Council of the City of Grey Eagle, Todd County, State of Minnesota, hereby resolves:
• Residential 65 gallon will be a flat rate of $21.50 plus tax
• Residential 95 gallon will be a flat rate of $27.50 plus tax
• Residential 2nd Container will be a flat rate of $33.00 plus tax

A motion was made by Brian Hollenkamp to approve payment of Claims #3854-3873, totaling $20,941.59 and include additional payments of the following: MN Power $2050.08. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
