The regular meeting of the Grey Eagle City Council was called to order by Mayor Joseph Arnzen at 7:00 pm on the 10th of October 2023 in Council Chambers. Council members present were Brad Johnson, Brian Hollenkamp, Roland Ahrendt and Chris Browen. There were no council members absent. Also in attendance were Dan Kough and Beth Ramacher, and guests: Susanna Tesch, Tim Tesch, Samuel Butler and Kayidance Pohlmann.
A motion was made by Roland Ahrendt to approve the amended agenda. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.
A motion was made by Brad Johnson to approve the minutes of the September 12th meeting. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.
Susanna and Tim Tesch were present to request a building permit to replace their tarp shed with a prefabricated shed. A motion was made by Roland Ahrendt to approve the building permit application. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.
Mark Ainali’s building application for a prefabricated garden shed was reviewed. A motion was made by Brian Hollenkamp to approve the building permit application. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.
Dan Kough addressed a couple of items that need to be taken care of at Lakeview Cemetery. The Clerk will contact Eric Spaeth to get the sunken plots fixed. The restrooms at the parks have been winterized for the season. Snowplowing was discussed and instructions were given to put out the marking stakes for storm sewer clean outs.
There was no further discussion on the unlicensed vehicles in the City.
Discussion was held on the drainage issue on the south end of the Fire Hall. The City will need to contact Bryan Bye to get a legal description of the area to be covered by the easement on each parcel. This information will then be given to the City Attorney to draft easements for the property owners to sign.
A motion was made by Brian Hollenkamp to approve the quote from Klemish Tree Service for $2450.00 to remove the hollow basswood tree at Bass Lake and multiple stumps within the City Park. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
A quote from Eagle Fabricating was reviewed for a basket/cage for the tractor. The Council suggested getting additional quotes and asking Jeremy Kerzman about renting his lift.
A motion was made by Brian Hollenkamp to approve the 2023-2024 contract from Herdering for snow removal. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.
A motion was made by Brian Hollenkamp to approve the 2024 contract from the Todd County Sheriff’s Office, with a new hourly rate of $45 and keep the current patrol of 44 hours per month. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.
The third quarter utility billing transaction report was reviewed. A motion was made by Brad Johnson to approve the transaction report. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
Election Judge pay was discussed and hourly rates from neighboring towns and townships were given. A motion was made by Brian Hollenkamp to increase the hourly rate to $15.00 for the Election Judges. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.
The current CDs and savings accounts at First State Bank of Swanville were discussed. A motion was made by Brad Johnson to move the CDs (when they mature) and the savings accounts to Magnifi Financial. A second was made by Chris Browen and upon vote, with all members voting in favor, motion carried.
A motion was made by Brian Hollenkamp to approve Resolution 2023-10: Increase Bulk Water Rates. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried. The resolution is as follows:
RESOLUTION NO 2023-10: RESOLUTION TO INCREASE BULK WATER RATES
WHEREAS, The Council of the City of Grey Eagle recommends an increase in the bulk water rates; and
WHERAS, The Council of the City of Grey Eagle indicates said water increase would not be applied to the residential water rates; and
NOW, THEREFORE, The City Council of the City of Grey Eagle, Todd County, State of Minnesota, herby resolves:
1. The bulk water rates shall increase to $10 per thousand gallons.

A motion was made by Brad Johnson to approve Resolution 2023-11: Accepting a $100 donation from Jeri Ahrens for the Grey Eagle Fire Department. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried. The resolution is as follows:
RESOLUTION NO. 2023-11: A RESOLUTION ACCEPTING $100.00 DONATION FROM JERI AHRENS FOR GREY EAGLE FIRE DEPARTMENT
WHEREAS, money has been donated by Jeri Ahrens; and
WHEREAS, the City Council feels that the donation will benefit citizens of the area;
1. That the City Council of the City of Grey Eagle formally accepts the donation from Jeri Ahrens for the Fire Department.
2. That the City Clerk is authorized and directed to make the appropriate revenue and expenditure budget adjustments as needed to reflect this donation and its intended use.

A motion was made by Brian Hollenkamp to hold the Annual Fire Board Meeting on November 21, 2023 at 7:00 pm. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
A revised quote from Plow World to fix the snowplow for the F-450 was presented. A motion was made by Brad Johnson to approve the quote. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
A motion was made by Brian Hollenkamp to approve payment of Claims #2857-2880, totaling $33,817.11 and include additional payments of the following: MN Power $2224.96, MN Dept of Labor $20.00, Rahn’s $324.40 and Arnold’s $591.95. A second was made by Brad Johsnon and upon vote, with all members voting in favor, motion carried.
