Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, April 4, 2023. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, John Dragseth, Norm Carlson, and Jim Molitor. Absent: Tony Maciej. Also present: Reporter Zach Hacker.
Minutes of the Swanville City Council meeting Tuesday, March 7, 2023 was reviewed. A motion was made by John Dragseth to approve the minutes. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Norm Carlson and seconded by John Dragseth to approve the treasurer’s report. All members voted in favor, motion carried.
Council member Carlson talked with city engineer Holly Wilson about the well drilling that has not been done yet. Wilson stated that she talked to Traut Wells and said they probably won’t be drilling until the end of April beginning of May. Wilson is trying to coordinate MN Pollution Control Agency to be present when the well drillers are present to test for PFAS.
City Clerk/Treasurer informed council that the temporary financing money to pay Moore Engineering for fees incurred thus far with the water storage tank has been deposited and can be paid to Moore this month.
Terrain Aesthetics sent the city a quote/prepay, to spray the lawn at the city park for crab grass and fertilize, spring and fall. With this prepay the city will receive a 5% discount. Norm Carlson made a motion to approve the prepay to spray and fertilize the city park. John Dragseth seconded the motion. All members voted in favor. Motion carried.
The Morrison County Mitigation Plan was discussed. This plan will be renewed every 5 years. John Dragseth made a motion to adopt Resolution #23-0404A MC Mitigation Plan. Norm Carlson seconded the motion. All members voted in favor, Motion carried.
Resolution #23-0404B was introduced by Mayor Lange. This Resolution is to enter in a coverage agreement with the Morrison County’s Attorney’s Office and the Bureau of Criminal Apprehensive. Jim Molitor made a motion to adopt Resolution #23-0404B coverage agreement. John Dragseth seconded the motion. All members voted in favor, motion carried.
The Cannabinoid license fee was discussed. After discussion, Jim Molitor made a motion to set the yearly fee at $350.00 for the Cannabinoid license. Norm Carlson seconded the motion. All members voted in favor, motion carried.
An agreement with Nelson Sanitation was presented for approval. Nelson will provide portable restrooms at Lake Pepin and the Pillsbury beach for the summer months. Norm Carlson made a motion to sign the agreement with Nelson Sanitation for one year. Jim Molitor seconded the motion. All council members voted in favor, motion carried.
The City Clerk/Treasurer asked if she could attend the League of MN Cities conference in Duluth June 21-23 at a cost of $225.00. Jim Molitor made a motion to approve the conference with milage and lodging. Norm Carlson seconded the motion. All members voted in favor, motion carried.
Mayor Lange informed the council that Isaac Schultz and Ron Kresha will be in Swanville on Monday, April 10 here in the Swanville Center to hold a town hall meeting.
Reminder of the Swanville clean-up day, Saturday, May 6, 2023 from 9:00 am to 11:00 am by the city park.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. John Dragseth seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, May 2, 2023 at 7:00 pm in the Swanville Center.
There being no further business, a motion was made by Norm Carlson and seconded by John Dragseth to adjourn. All members voted in favor, motion carried. Meeting adjourned 7:50 pm.
