Call to Order/Attendance: The City Council meeting was called to order at Upsala City Hall by Mayor Rollie Johnson at 7:00 P.M. The pledge of allegiance was said.
On roll call members present were Mayor Rollie Johnson, Crystal Benson, Brian Lange, and Mitch Lange; Absent: Lana Bartells.
Staff present: First Response Vice President Andrea Douvier, Public Works Director Mike Tschida, Planning & Zoning Commission Chair Don Marty, and City Clerk-Treasurer Michelle Stevens.
Minutes: Brian Lange moved to approve minutes from June 7, 2021, City Council Meeting, 2nd by Benson. Motion carried unanimously.
Benson moved to approve minutes from June 23, 2021, Special City Council Meeting with the addition of looking at adding a lighted crosswalk to the tennis/basketball court topic, 2nd by Mitch Lange. Motion carried unanimously.
Added agenda items: Brian Lange moved to approve the agenda as presented, 2nd by Mitch Lange. Motion carried unanimously.
Presentation, Citizen Appeals: Tom Nelson requested to detach the Giordano Family Trust Property known as 614 Hwy 238 from the city’s limits. The Council directed Nelson to approach the Planning & Zoning Commissioners as a first step. One of his issues was receiving no natural gas. Johnson stated he would look into trying to get Greater Minnesota Gas to extend their line at least down to that property.
Department Reports: Fire Department Report: Brian Lange informed the Council the fire at the Borgstrom House last night was a four-hour fight. They did save around 80% of the antiques from the museum.
First Response Team: Douvier updated the Council on the First Response Team activities.
Maintenance Report: Tschida reported on water and sewer levels as well as the various tasks done throughout the City. He also updated the council on his monthly activities.
City Office Report: Stevens reviewed the calendar and updated the Council on the month’s events.
Planning Commission: Marty reported on the Planning Commission’s meetings.
Public Hearing for CUP at 204 Basswood: Mayor Johnson recessed the regular city council meeting and opened the public hearing at 7:31 pm; a hearing on the request for a Conditional Use Permit for Mark Stumpf and Sheila Christian at 204 Basswood Ave. to have up to forty ducks.
No citizen input was offered.
Brian Lange moved to close the public hearing, 2nd by Mitch Lange. With a roll call vote, motion carried unanimously.
Mayor Johnson called the regular City Council meeting back to order at 7:36 pm.
Benson moved to approve the Conditional Use Permit for Mark Stumpf and Sheila Christian to have up to forty ducks provided the permit be reviewed annually, 2nd by Brian Lange. Motion carried unanimously.
CUP for 120 Basswood: Marty explained the Planning and Zoning’s rejection for changing the CUP for 120 Basswood to allow the teepee to be rented on the property. He will talk with the county to discuss the outhouse issue.
Unfinished Business: Heritage Days Meeting: Benson reviewed the Heritage Days meeting that was held June 15 and reminded everyone of the meeting set for July 20.
Upsala Senior Living: Mayor Rollie Johnson updated the Council on the Senior Living and the steps they are taking to get their permit ready for the next Planning & Zoning meeting. Marty explained the general layout of the building.
New City Hall Location: The Council reviewed the proposals submitted to remodel the new proposed city hall location at the Rec Building.
Planning Meeting Update: Johnson reviewed the information received on the agenda items from the planning meeting held June 23.
New Business: Water Shut-offs: Mitch Lange moved to allow staff to shut water once again off due to lack of payments, 2nd by Benson. Motion carried unanimously.
Raffle Permit: Benson moved to approve the Raffle Permit requested by the Upsala Firemen’s Relief Association to be held on September 11, 2021, at Bullfrogs in Upsala with no waiting period, 2nd by Mitch Lange. Motion carried with Brian Lange abstaining.
Special Meeting for Abatement of Property: Mitch Lange moved to have a Special Council Meeting at 6:30 on July 15 to hold a hearing on the abatement issues with the properties of 307 West Street and 311 West Street, by Benson. Motion carried unanimously.
Acknowledgements: Independence Day serves as a reminder that freedom is not free. It is important to thank those who served so we can take advantage of the liberties they have secured for everyone to enjoy.
Financials: Benson moved to approve the bills as presented, 2nd by Brian Lange. Motion carried unanimously.
Updates/FYI: The next Regular City Council Meeting will be August 2 at 7:00 pm.
The first budget meeting is scheduled for August 9 at 6:00 pm.
Adjourn: Benson moved to adjourn at 8:40 pm, 2nd by Mitch Lange. Motion carried unanimously.
