The regular meeting of the Town Board of Burnhamville Township was held September 27, 2016 at the Burtrum Community Center. The meeting was called to order at 7:00 p.m. by Chairman Mike Berscheit.
Members present include Supervisors: Mike Berscheit, Louis Thompson and Bruce Johnson; Clerk Shirley Hulinsky; Treasurer Pam Throener. Others present: Marlene Clark, Ron Schmidt, Allen Johnson, Sandy Johnson, Becky Dawson, Rachel Boechermann, Blake Schmidt, Doris Wedl, Thomas J. Goerger, Don & Launette Tisdale, Ervin Muellner and Erv Herdering.
The minutes from the regular meeting of August 30, 2016 were approved as presented on a motion by Sup. Berscheit. Motion was seconded by Sup. Johnson. Motion passed. A resident in attendance disputes calling Forest Lane a “private road” in last month’s minutes.
For correspondence the township received letters from Swanville Rural Fire Association with the new contract, notice of planning and zoning meeting, and notice from public works concerning putting up more road closed signs at intersection of Co. 104 and 321st Ave.
The board heard an update from Sup. Johnson on the Rural Swanville Fire Association meeting. Sup. Johnson made a motion to accept the fire contract as presented. Sup. Thompson seconded the motion and the motion passed.
A motion was made by Sup. Berscheit to pay all bills numbered 5314 through 5330: Rev. $677.47; R & B $17,987.68; Fire $17,028.28. Sup. Thompson seconded the motion. Motion passed.
A supervisor met with the DNR and some residents on Forest Lane. Back in the 1960’s and 70’s the DNR proposed and built a 350 foot road, however even that length was never approved for maintenance by the township. The road is in poor shape and needs to be brought up to township standards by the residents before being considered for approval by the township board according to the township attorney. Residents asked what needs to be done. Board suggested a contractor would have to clear several trees, widen the road and the turn around and class 5 gravel would need to be added. Residents were given the list of township minimum road standards. The board suggested residents talk to the county about the process of special assessment to get project started.
In a letter from county planning and zoning a property owner is proposing a one lot development on Douglas Drive. The board saw no issues with the proposal.
The board was asked to show support for a proposed solar farm by a land owner on Morrison Line Road. The board wanted more information concerning the project before signing a letter of support.
After discussion Sup. Berscheit made a motion to accept the bid from DK’s Tree and Landscaping for clearing trees on 210th St. Sup. Johnson seconded the motion. Motion passed.
Sup. Thompson made a motion to accept the snow plowing contract from Herdering, Inc. Sup. Johnson seconded the motion. Motion passed.
After discussion, brush cutting jobs will be done as needed by hiring Ervin Muellner on a motion by Sup. Johnson and a second by Sup Thompson. Motion passed.
In the road report the contractor will work on reshaping 341st Ave. to fix the wash outs on the side of the road in hilly areas. The board was waiting to hear from county about specifications on catch basin for Pillsbury Bridge area. Pillsbury Bridge replacement project is nearing completion.
Treasurer’s report showed a balance of $111,198.07. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Johnson. Motion passed.
A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Thompson. Motion passed. Meeting was adjourned at 8:15 p.m. Next regular meeting will be on Tuesday, October 25, 2016 at 7 p.m. in the Burtrum Community Center.
