The regular meeting of the Town Board of Burnhamville was held August 27, 2019 at the Burtrum Community Center. The meeting was called to order at 7:00 p.m. by Chair Mike Berscheit. Members present include Supervisors: Bruce Johnson, Sup. Joe Muellner, Mike Berscheit; Clerk Shirley Hulinsky; Treasurer Pam Throener. Marlene Clark, Jean Gustafson and Erv Herdering were also present.
The minutes from the hearing held on July 30, 2019 were approved as presented on a motion by Sup. Johnson and was seconded by Sup. Berscheit. For correspondence the township board members received letters concerning planning and zoning, which the board had no issue with, future town aid from the state, Swanville fire board meeting tonight and road maintenance training.
The township lawyer was present to discuss the run down property in Pillsbury. She thought the nuisance ordinance may be not appropriate for the local level, but may work at the county level. She will prepare a formal resolution complaint for the township to present to Todd County Planning and Zoning stating the building is a nuisance, unsafe, and a liability. The county would be responsible for filing a lawsuit against the owner. The lawyer encouraged neighbors to add their complaints to the resolution. Sup. Johnson made a motion for the lawyer to file a resolution for complaint about dilapidated house in Pillsbury. Sup. Berscheit seconded the motion. Motion passed.
A motion was made by Sup. Muellner to pay all bills numbered 5798 through 5813: Rev. $1,279.67; R&B $20,571.52. Sup. Johnson seconded the motion. Motion passed.
With the presidential election in 2020 the county is updating the election equipment plan. They would like to have all precincts purchase poll pad electronic rosters to replace the paper rosters. This will provide more privacy at the elections. Sup. Johnson made a motion to purchase the recommended two poll pads for Burnhamville Township to use. Sup. Muellner seconded the motion. Motion passed.
In the road report Sup. Berscheit viewed a washout issue on Dutchman Drive and determined this was a private driveway issue. Duckweed Drive has a problem with water flow. A supervisor and road contractor will view the area. Dunlin Road holding pit is getting full. The contractor will pull gravel out of holding area and look at how to build up crown on road to prevent excessive runoff. With the beaver problems the township will look into getting permit for whole year. Also, should set a beaver bounty at the March reorganizational meeting. Weed inspections showed land owners making efforts to control weeds.
Treasurer’s report showed a balance of $66,483.68 with PILT and dust control money received. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Johnson. Motion passed.
A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Muellner. Motion passed. Meeting was adjourned at 7:45 p.m. Next meeting will be on Tuesday, September 24, 2019 at 7 p.m. in the Burtrum Community Center
