The regular meeting of the Town Board of Burnhamville was held July 30, 2019 at the Burtrum Community Center. The meeting was called to order at 7:00 p.m. by Chair Mike Berscheit. Members present include Supervisors: Bruce Johnson, Mike Berscheit; Clerk Shirley Hulinsky; Treasurer Pam Throener. Sup. Joe Muellner was absent. Lee Daly and Al Leinen, Jacob Marty and Erv Herdering were also present.
The minutes from the regular meeting of June 25, 2019 were approved as presented on a motion by Sup. Johnson. Motion was seconded by Sup. Berscheit. Motion passed.
For correspondence the township board members received letters about district 8 meeting, resolution recording, an a leasing information letter.
Members of the Big Swan Lake Improvement District Association were present to discuss runoff protection along Emerald Trail. They talked to Todd Co. Soil & Water and she suggested using curlex sediment logs in both ditches to help control run off. Sup. Johnson made a motion to approve the sediment logs in the road right-of-way. Sup. Berscheit seconded the motion. Motion passed. They also asked the township board for permission to post a sign by the public access to promote walleye release as it is a walleye stocking area. However, that public access is located off a county road. They will talk to the county about posting the sign.
A resident complained of rough road on 341st Ave. from 160th to 150th St. A supervisor will check to see if it needs more gravel or a good blading job.
A motion was made by Sup. Berscheit to pay all bills numbered 5783 through 5797: Rev. $1,004.44; R & B $35,762.36. Sup. Johnson seconded the motion. Motion passed.
At the special hearing tonight the board listened to local residents about the usefulness of a building nuisance. The lawyer was not present to explain a state statute about this. The board and the residents here agreed that it would be difficult to define a nuisance building, costly and hard to enforce an ordinance like that. The board will wait to hear from the lawyer what the next step would be.
In the road report the board discussed adding more berms on 210th St. to help washouts on the north side. The contractor is working on spot graveling. A trapper is working on controlling beavers in Molly Creek. Contractor will clear culvert when able. Sup. Johnson suggested getting the culvert in now for the manure line to go thru on Ermine Drive. Supervisors discussed Yield signs on Era Trail. That is a private road. The supervisors are still doing weed inspection.
Treasurer’s report showed a balance of $101,434.5. Treasurer’s report was approved by Sup. Berscheit and seconded by Sup. Johnson. Motion passed.
A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Johnson. Motion passed. Meeting was adjourned at 7:42 p.m. Next meeting will be on Tuesday, August 27, 2019 at 7 p.m. in the Burtrum Community Center
