The regular meeting of the Town Board of Burnhamville was held March 30, 2021 at the Burtrum Community Center with sanitizing and social distancing in place. The meeting was called to order at 7:00 p.m. by Clerk Shirley Hulinsky. Members present include Supervisors: Bruce Johnson, Mike Berscheit, Joe Muellner; Clerk Shirley Hulinsky; Treasurer Pam Throener. Erv Herdering was also present.
Newly re-elected officers were sworn in before the meeting.
To start the reorganizational meeting Sup. Muellner made a motion to appoint Mike Berscheit as chair. Sup. Johnson seconded the motion. Sup. Muellner made a motion to appoint Bruce Johnson as vice-chair. Sup. Berscheit seconded the motion. Motions passed.
The minutes from the regular meeting of February 23, 2021 were approved as presented on a motion by Sup. Johnson and was seconded by Sup. Berscheit. Motion passed.
For correspondence the township received letters about asphalt repair, signs ad, and notifications of no in-person county weed inspection training and no in-person county township association meeting this year due to COVID restrictions.
A motion was made by Sup. Berscheit to pay all bills numbered 6064 through 6080: Rev. $2,534.41; R & B $1,608.10. Sup. Muellner seconded the motion. Motion passed.
Sup. Berscheit made a motion to keep wages of the treasurer, supervisors, clerk and hourly wages the same as last year. Sup. Johnson seconded the motion. Sup. Berscheit made a motion to have the Burtrum Bell Bulletin Board as the official posting site and Long Prairie Leader as the official newspaper. Sup. Johnson seconded the motion. Sup. Berscheit made a motion to keep gopher bounty at $2 per tail for gophers caught in Burnhamville Township. Sup. Muellner seconded the motion. Sup. Johnson made a motion to set gas mileage for township business the same as IRS rates. Sup. Muellner seconded the motion. Motions passed.
A resident of Duckweed Drive called to ask if he could put in an access to Swan Lake from his property. A supervisor viewed it and agreed with the county, who does the planning and zoning, that it was too steep to the lake.
The board set April 15 at 3 pm to start the annual road inspection where board will drive the township roads with the contractor to note where improvements need to be made.
Road maintenance contract bids were viewed. Sup. Johnson made a motion to accept the contracts for class 5 gravel, dust control, and road blading from Herdering, Inc. for 2021. Motion was seconded by Sup. Muellner. Motion passed.
In the road report the contractor is working on getting bogs in the road settled and will watch frost boils. The board will monitor culvert issues. The board suggested doing dust control on all of Dunlin Road and 331st Ave. again.
The clerk noted light election turnout of only 14 voters and no big issues at annual meeting.
Treasurer’s report showed a balance of $89,379.84. Sup. Berscheit motioned to approve and Sup. Muellner seconded motion. Motion passed.
A motion was made by Sup. Berscheit to adjourn the meeting which was seconded by Sup. Muellner. Motion passed. Meeting was adjourned at 7:25 p.m. Next regular meeting will be on Tuesday, April 27 at 7 pm in the Burtrum Community Center. Board will also meet to do road inspection on April 15.
