Call to Order/Pledge of Allegiance: Mayor Ulbricht called the meeting to order at 7:00 PM.
Approval of Agenda City Council: add snow plow discussion and outside faucet.
Irene Ehlertl made a motion to approve. Juli Scherping supported. All in favor, motion carried.
Approval of the Minutes from August 2023 & Special Meeting.
Irene Ehlert made a motion to approve the regular minutes from August 2023. Romie Gessell supported, all in favor. Motion carried. Irene Ehlert made a motion to approve the Special Meeting from August 10th, 2023. Juli Scherping supported. All in favor, motion carried.
Approval of Bills City Council: Total bills for the month were $2,258.60. Total receipts for the month totalled $6,151.36. Romie Gessell made a motion to approve the bills. Irene Ehlert supported. All in favor, motion carried.
Old Business: Picnic Table Update – Terri will pick up the picnic table tonight.
Building Art – No update at this time.
Snow Plowing of the City – The city is accepting open bids until 9-31-2023.
Contract Policing Rate Increase- Sheriff Allen came to discuss the increasing of the policing contract. Current rate is $42 per hour. There has been no increase in the last 4 years. The Sheriff suggested a $3 per hour increase, and the County Commissioners are wanting a $5 per hour increase. Both parties are in negotiations. A decision will be made toward the end of the month, and Sheriff Allen will update us of the final increase amount.
Handicap Railings – Project is complete.
Wifi in the Community Center – The building now has wi-fi.
City Locks – The electric locks that were purchased for the community center were not great quality, and did not work. More to come on the locks.
City Signs – The City Clerk has been in contact with MNDot, more to come.
Office Update – Desk needs to be set-up.
Grants-Sourcewell – Mayor Ulbricht went over all the options for each grant. The Mayor handed out a list of products/items the city could use or update. The Mayor asked the city council members to also put together a list of items and pricing the city could use or update, and bring to the next council meeting. With some options receipts will need to be given to Sourcewell. Grants are based off of the Fiscal Year. These grants would be very beneficial to the city. No decision on grants was made at this time.
Permits – No Permits
Bollig Engineering Update – No update at this time.
City Website – City Website is about 70% complete at this time. Contents are written. Waiting to get some pictures.
Mayor Ulbricht is hopeful the website will be complete by the next meeting.
Road Signs – MnDot agreed to put out more signage. Project will take up to several weeks to complete. Irene Ehlert brought up adding the MPH sign to both sides.
New Business: Halloween Trunk & Treat – Partnering with the church outside of town. Open it up to everyone. A discussion was had on dates and times. Burtrum will host a trunk or treat on Halloween 10/31 from 4:30-6 PM. Brooke will make the flyers and post on Facebook.
Outside Faucet – Will get quotes for the faucet to go directly outside of the well.
City Plow Truck – A city resident asked what the content was of the City looking for bids to snowplow for the upcoming winter season. City Council Romie Gessell stated the city is seeing what is out there and some options for the city. Discussion was had on pricing of a new truck and plow, getting a larger farm tractor. Concern from local residents was that contracting the snow plowing could get costly. A potential candidate came to the meeting with interest in snow plowing with the city’s snow plow truck.
Open Floor – An attendee wanted to know an update on the sewer/water. The Mayor and city council members stated there is nothing set in stone at this time. There will be no updates until at least November.
A resident that lives right next to the school stated there were flashing lights and a car parked on the road, and someone came running out. Sheriff Mike Allen who was in attendance and stated to call 911 if there are any issues.
Concerned resident stated that there are regular issues. The Mayor stated the school is under new ownership, and give some time for new owners to clean up property, and let owners know if there are any issues or concerns. A suggestion was given to add basketball hoops under items to update or improve with our Sourcewell grant funds.
