The regular meeting of the Grey Eagle City Council was called to order remotely by Mayor Joseph Arnzen at 7:00 p.m., on Tuesday, December 8, 2020 in Council chambers. Council members in attendance at City Hall were Bill Pohlmann, Thom Muellner, Roland Ahrendt and Brian Hollenkamp. Lori Hellmann, John Call and guest Ron Bussmann were in attendance remotely.
A motion was made by Bill Pohlmann to approve the amended agenda. A second was made by Roland Ahrendt and a roll call vote was taken. Thom Muellner-aye, Roland Ahrendt-aye, Brian Hollenkamp-aye, Bill Pohlmann-aye, Joe Arnzen -aye. Motion carried.
A motion was made by Thom Muellner to approve the minutes of the November 10, 2020 meeting as written. A second was made by Brian Hollenkamp and a roll call vote was taken. Roland Ahrendt-aye, Thom Muellner-aye, Brian Hollenkamp-aye, Bill Pohlmann-aye, Joe Arnzen -aye. Motion carried.

A report from PeopleService included information that the fall discharge has been completed, and everything appears to be in good working order.
John Call reported on the following maintenance items:
1. The brush pile at the ponds was burned after obtaining a burning permit from the Forestry Service in Little Falls. Only three fourths of the pile actually burned. The pile was just too large and the leaves just wanted to smolder, causing some complaints from neighboring property owners. The council will look at doing something different before spring.
2. The John Deere snow blower finally appears to be operable.
3. Neville Hardware is out of cleaning products needed for city buildings and the library. The Clerk will pick up the needed items at Dollar General.
The Council discussed the budget and levy payable 2021. The council approved a reduction in the final Street Restoration Levy, which would lower the increase in total levy from 30% to 13.8%. City funds will be used to cover the difference for 2021.

A Resolution Reestablishing the Polling Precinct and Precinct Location for the City of Grey Eagle
WHEREAS, THE CITY COUNCIL OF THE CITY OF GREY EAGLE, MINNESOTA (“Council” and “City), pursuant to Minnesota Statute 204B.14, is required to establish or re-establish the boundaries of the election precincts within the municipality following the redistrict
WHEREAS, the Legislature of the State of Minnesota has been redistricted; and
WHEREAS, precinct boundaries must be re-established within 60 days of the time when the Legislature has been redistricted or at least 19 weeks before the State Primary, whichever comes first.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GREY EAGLE that the following precinct and polling location is hereby re-established as: Grey Eagle City Hall, 202 Woodman Street South, Grey Eagle, MN 56336

Due to COVID related issues, the Fire Board Meeting that was scheduled for November 30, 2020 was cancelled. The Clerk will come up with a new date that does not conflict with area township meeting dates.
Mayor Joe Arnzen provided the council with an update on the sewer project. The contractors started dewatering and plan on putting in the new sewer main on the south side of Highway 287. Work will also begin on the installation of the new lift station. The sewer main in the alley south of State Street between Cedar Street South and Woodman Street South was lined.
Due to the local spread of COVID 19, and for the health and safety of our City Council, Fire Department members, employees and City residents, a motion was made by Bill Pohlmann to follow the Department of Health/CDC Guidelines. A mask must be worn when entering a City business, City buildings when the building is occupied be someone, in City Hall for any meetings or gatherings of any kind, and in any City vehicle when it is occupied by more than one person. All city personnel must abide by all guidelines set forth by the Department of Health/CDC. A second was made by Joe Arnzen and a roll call vote was taken. There were no building permit applications for council consideration.
A motion was made by Brian Hollenkamp to approve the Engagement Letter submitted by Brian Koehn, CPA for the 2020 audit, which includes a fee of $7,200 to provide audit services. The Clerk is requesting cell phone reimbursement and replacement of ink supplies while having to work from home for the past couple of weeks. A motion was made by Brian Hollenkamp to approve a cell phone reimbursement of $25 and to approve the replacement of printer ink supplies. The Clerk informed the council of potential property development on a vacant parcel of land along Highway 28 South in city limits. The developer is interested in platting the property and making 15 lots in which to build 15 storage sheds for lake property owners. A motion was made by Brian Hollenkamp for the City Clerk to contact the City Attorney to put together a moratorium on storage sheds on vacant lots until the council has time to determine what would be in the best interest of the city and its residents. A motion was made by Thom Muellner to approve the following fund transfers: $153.72 from the General Fund, of which $32.22 goes to the Water Fund and $121.50 goes to the Sewer Fund for Fire Hall, Old City Hall and Library utilities, and $120,000 from First State Bank of Swanville checking to Central Minnesota Credit Union checking.
