Grey Eagle City • February 10, 2026

The regular meeting of the Grey Eagle City Council was called to order by Mayor Joseph Arnzen at 7:00 pm on the 10th day of February 2026 in Council Chambers. Council members present were Brad Johnson, Brian Hollenkamp, Roland Ahrendt and Chris Browen. No council members were absent. Also in attendance were Leon Althaus and Beth Ramacher and guests: Jermey Freudenrich and Lance Chase.
A motion was made by Roland Ahrendt to approve the agenda. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.
A motion was made by Brad Johnson to approve the minutes of the January 13, 2026 meeting. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
A motion was made by Brad Johnson to approve the minutes of the January 22, 2026 special meeting, with the correction of the date to January 22. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
Leon Althaus talked about various maintenance items, including the sweeper on the JD F935 and the roof on the old city garage.
Jeremy Freudenrich talked about the freeze at the water treatment plant that caused a booster pump to freeze and crack. Heating upgrades have been made to prevent the same thing from happening again. Jeremy also talked to the Council about rehabbing the current water treatment plant rather than building new.
Discussion was held with Jeremy Freudenrich regarding the first draft of the Development Agreement for the property at 327 State Street West. Jeremy expressed items listed in the draft that did not pertain to his project, but rather a housing development. A motion was made by Brian Hollenkamp to approve the Development Agreement with the changes discussed, upon the review and approval of the City Attorney. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
Quotes for new curb stops, standpipes and water meters were presented for 327 State Street West. The Council did not make a decision on this and will discuss it in further detail at the March meeting.
Discussion was held on Fire and Recue Officer pay. Currently the Secretary and Medical Officer are not being paid. A motion was made by Brian Hollenkamp to approve quarterly pay of $125 for each of these positions. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
A motion was made by Brian Hollenkamp to approve the following Grey Eagle Burtrum Lions Event for 2026: Memorial Day Parade (May 25), Community Appreciation at the Fire Hall (July 18) and Tractor Pulls (July 19 & September 7). A second was made by Brad Johnson, and upon vote, with all members voting in favor, motion carried.
A motion was made by Brian Hollenkamp to approve creating Fund #308 in CTAS for Debt Service – GO Fund 2020c as of January 1, 2025. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
Current water and sewer rates were discussed as was a schedule to review these. The council would like to review each of them once a year. Rates will be discussed in further detail at the next meeting.
A motion was made by Brian Hollenkamp to approve Resolution 2026-08: Adopt the 2025 Todd County Hazard Mitigation Plan. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried. The resolution is as follows:
RESOLUTION NO. 2026-08: A RESOLUTION TO ADOPT THE 2025 TODD COUNTY HAZARD MITIGATION PLAN
WHEREAS, the City of Grey Eagle recognizes the threat of natural hazards to people and property within the City of Grey Eagle; and
WHEREAS, the City of Grey Eagle has participated in the development of the 2025 Todd County Hazard Mitigation Plan in accordance with Federal laws, including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended; the National Flood Insurance act of 1968, as amended; and the National Dam Safety Program Act, as amended; and
WHEREAS, the 2025 Todd County Hazard Mitigation Plan identifies mitigation goals and actions to reduce or eliminate long-term risk to people and property within the City of Grey Eagle from the impacts of future hazards and disasters; and
WHEREAS, by adoption by the City of Grey Eagle demonstrates its commitment to hazard mitigation and achieving the goals outlined in the 2025 Todd County Hazard Mitigation Plan,
WHEREAS, approval of the 2025 Todd County Hazard Mitigation Plan by the Federal Emergency Management Agency (FEMA) will make Todd County and participating jurisdictions eligible to apply for FEMA Hazard Mitigation Assistance grants; and
NOW THEREFORE BE IT RESOLVED that the City of Grey Eagle supports the hazard mitigation planning effort and wishes to adopt the 2025 Todd County Hazard Mitigation Plan.
Adopted by the Grey Eagle City Council this 10th day of February 2026.
There is no update on the shipping/cargo containers or the library board for this meeting. The council reviewed information received from Hanson Paving, Widseth Engineering, and America250 banners and decorations.
More discussion was held on the mower from Melrose Implement. The City will reach out again and see if there are other options.
A motion was made by Brian Hollenkamp to reimburse the Clerk/Treasurer for mileage (at the IRS Standard Mileage Rate) for meetings and training off-site. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
A motion was made by Brian Hollenkamp to approve payment of Claims #3584-3704, totaling $39,815.15 and include additional payments of the following: MN Power $2543.63, MN DNR Ecological & Water Resources $167.90, Dakota Supply Group $23.42, Quinlivan & Hughes $1678.00, Nelson Sanitation $60.00 and Wolbeck Construction $2000.00. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.
A motion was made by Brian Hollenkamp to adjourn the meeting at 8:11 pm. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
The next regular meeting of the Grey Eagle City Council will be held at 7:00 pm on Tuesday, March 10, 2026 in Council Chambers.
