Grey Eagle City • February 9, 2021

The regular meeting of the Grey Eagle City Council was called to order by Mayor Joseph Arnzen at 7:00 p.m., on the 9th day of February 2021 in Council chambers. Council members in attendance in council chambers were Roland Ahrendt, Bill Pohlmann and Brian Hollenkamp. There were no council members absent. Also in attendance were John Call, Lori Hellmann and guest Janine Kutter. Guests attending remotely were Bruce Zachman, John Walburn, Joe Krueger, Michael Kohout and Dan Berscheid.
A motion was made by Bill Pohlmann to approve the amended agenda. A second was made by Brian Hollenkamp and a roll call vote was taken. Roland Ahrendt– aye, Bill Pohlmann– aye, Brian Hollenkamp– aye, Joe Arnzen– aye. Motion carried.
A motion was made by Brian Hollenkamp to approve the minutes of the January 12, 2021 meeting as written. A second was made by Roland Ahrendt and a roll call vote was taken. Roland Ahrendt– aye, Bill Pohlmann– aye, Brian Hollenkamp– aye, Joe Arnzen– aye. Motion carried.
City Attorney Joe Krueger discussed the moratorium currently in place regarding the building of storage sheds on vacant, undeveloped lots. The moratorium is in place for one year or until the council makes a decision. There are three options for the council to consider but more information will need to be provided before any decisions can be made.
Grey Eagle Burtrum Lions Club member Janine Kutter was in attendance to discuss items the club would be willing to pay for, such as new banners, new Christmas decorations and new flags.
A motion was made by Brian Hollenkamp to approve a building permit application for Bruce Zachman to move in an 8’x40’ storage container to be placed approximately 12’ feet from the adjoining property, and to paint the container if needed to make it look presentable. A second was made by Roland Ahrendt and a roll call vote was taken. Roland Ahrendt– aye, Bill Pohlmann– aye, Brian Hollenkamp– aye, Joe Arnzen– aye. Motion carried.
A motion was made by Bill Pohlmann to approve a building permit for Michael Kohout to remove and replace doors and windows and to install two twelve inch overhangs on the gable ends. A second was made by Brian Hollenkamp and a roll call vote was taken. Roland Ahrendt– aye, Bill Pohlmann– aye, Brian Hollenkamp– aye, Joe Arnzen– aye. Motion carried.
Fire Chief Dan Berscheid was in attendance for Race on Trace and recommending a new member to the Fire Department.
A motion was made by Bill Pohlmann to approve rescue rig and first responders to be in attendance at the Race on Trace. A second was made by Roland Ahrendt and a roll call vote was taken. Roland Ahrendt– aye, Bill Pohlmann– aye, Brian Hollenkamp– aye, Joe Arnzen– aye. Motion carried.
A motion was made by Bill Pohlmann to add Joanne Cymbaluk to the Fire Department roster. A second was made by Brian Hollenkamp and a roll call vote was taken. Roland Ahrendt– aye, Bill Pohlmann– aye, Brian Hollenkamp– aye, Joe Arnzen– aye. Motion carried.
The lights inside the Fire Hall, outside the Fire Hall and the equipment storage shed and one light in the Library needs to be installed and/ or repaired.
A motion was made by Brian Hollenkamp that the council does NOT waive the monetary limits on municipal tort liability. A second was made by Roland Ahrendt and a roll call vote was taken. Roland Ahrendt– aye, Bill Pohlmann– aye, Brian Hollenkamp– aye, Joe Arnzen– aye. Motion carried.
A motion was made by Brian Hollenkamp to submit the Pay Equity Report as presented. A second was made by Roland Ahrendt and a roll call vote was taken. Roland Ahrendt– aye, Bill Pohlmann– aye, Brian Hollenkamp– aye, Joe Arnzen– aye. Motion carried.
John Call asked how equipment breakdowns should be handled. Items that are needed for day to day operations such as gas, oil, cleaning supplies, office supplies, lawnmower blades and things of that nature can be purchased without needing council approval. Any other expense items need Council approval.
The Council discussed a donation request to the Big Birch Lake Association. This donation does not meet public purpose expenditure requirements.
A motion was made by Brian Hollenkamp to reinstate utility bill late fees. A second was made by Roland Ahrendt and a roll call vote was taken. Roland Ahrendt– aye, Bill Pohlmann– aye, Brian Hollenkamp– aye, Joe Arnzen– aye. Motion carried.
A motion was made by Brian Hollenkamp to authorize the purchase of a new chlorine scale for the water plant up to $2,000. A second was made by Roland Ahrendt and a roll call vote was taken. Roland Ahrendt– aye, Bill Pohlmann– aye, Brian Hollenkamp– aye, Joe Arnzen– aye. Motion carried.
A motion was made by Bill Pohlmann to authorize the purchase of a used potassium tank and mixer from the City of Kensington for $200. A second was made by Brian Hollenkamp and a roll call vote was taken. Roland Ahrendt– aye, Bill Pohlmann– aye, Brian Hollenkamp– aye, Joe Arnzen– aye. Motion carried.
A motion was made by Roland Ahrendt to authorize the purchase of a new fluoride meter for the water plant for $525. A second was made by Brian Hollenkamp and a roll call vote was taken. Roland Ahrendt– aye, Bill Pohlmann– aye, Brian Hollenkamp– aye, Joe Arnzen– aye. Motion carried.
A motion was made by Bill Pohlmann to approve the payment of claims #2053-#2077 totaling $36,031.01. A second was made by Roland Ahrendt and a roll call vote was taken. Roland Ahrendt– aye, Bill Pohlmann– aye, Brian Hollenkamp– aye, Joe Arnzen– aye. Motion carried.
A motion was made by Brian Hollenkamp to adjourn the meeting at 8:16 p.m. A second was made by Roland Ahrendt and a roll call vote was taken. Roland Ahrendt– aye, Bill Pohlmann– aye, Brian Hollenkamp– aye, Joe Arnzen– aye. Motion carried.
The next regular meeting of the Grey Eagle City Council will be held on Tuesday, March 9, 2021 in council chambers.
