The regular meeting of the Grey Eagle City Council was called to order by Mayor Joseph Arnzen at 7:00 p.m., on the 11th day of January 2022 in council chambers. Council members present were Brad Johnson, Roland Ahrendt and Brian Hollenkamp. Council member Bill Pohlmann was absent. Also in attendance were Clerk Lori Hellmann and guests Bryan Bye, Jeff Barber and Steve Bitz.
A motion was made by Brian Hollenkamp to approve the amended agenda. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.
A motion was made by Roland Ahrendt to approve the minutes of the December 14, 2022 Truth in Taxation meeting as written. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.

Bryan Bye presented the council with Change Order #7 for $8,821.91, which included gate valve replacement at the intersection of Pearl Street and Maple Street South, some additional traffic control signage and catch basins at the intersection of Spruce Street and Cedar Street South and the alley north of State Street.
A motion was made by Brian Hollenkamp to approve Change Order #7 for a total of $8,821.91. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.
A motion was made by Brian Hollenkamp to approve pay estimate #12 for $8,380.82. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.
Steve Bitz was in attendance to discuss the drainage issue on his property. This is as a result of culverts that were installed on Minnesota Street that were either plugged with dirt or collapsed, during the sewer project. Steve would like the City to consider cost sharing the project. The Clerk was instructed to contact the City Attorney for guidance before a decision would be made.
Jeff Barber from Cans R Us was in attendance to discuss the restrooms at Bass Lake and Laughlin Park.
Service at Laughlin Park will be discontinued until spring, however it was brought to the council’s attention that the toilet lid is busted and has to be replaced. Jeff reported that both restrooms could use a fresh coat of paint and recommended that hand sanitizer be installed in each restroom. There would be no cost for the hand sanitizer units if the City paid $25 for each hand sanitizer filler.
A motion was made by Roland Ahrendt to purchased hand sanitizers from Cans R Us for the Bass Lake and Laughlin Park restrooms. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.
The Council discussed a letter that was received from Duane Karls. The matter was turned over to the City Attorney.
A motion was made by Brad Johnson to approve the letter of engagement with Brian Koehn for 2022 to perform the city audit. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.
A motion was made by Brian Hollenkamp to approve Resolution No. 2022-01, A Resolution Approving 2022 Appointments. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried. The resolution is as follows:

Due to the November 8, 2022 meeting date falling on General Elections, a motion was made by Brian Hollenkamp to change the meeting to Wednesday, November 9, 2022 at 7:00 p.m., in council chambers. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.
The Mayor requested that the Council keep in mind City Ordinances when making any decisions.
Complaints have been received regarding snow piles on city streets and pushing snow across public streets. Residents are reminded that it is illegal to pile snow on any public street or pushing snow across any public street.
With upcoming retirement plans for the City Clerk in April of 2023, the City Council will need to start looking at a time frame for a suitable replacement.
There were no building permit applications for council consideration.
The Clerk was instructed to order two more snowflakes for the State Street light poles.
A motion was made by Roland Ahrendt to approve the payment of claims #2323-#2338 for $38,918.56 and to include the payment of the additional claims #2339-#2342 for $6,266.40. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.
