The regular meeting of the Grey Eagle City Council was called to order by Mayor Joseph Arnzen at 7:00 p.m., on the 8th day of June 2021 in council chambers. Council members in attendance were Roland Ahrendt, Bill Pohlmann and Brian Hollenkamp. There were no council members absent. Also in attendance were John Call, Lori Hellmann and guests Jon Newberg, Peg Newberg, Chris Browen, Bryan Bye, Rhonda Johnson and Brad Johnson.
A motion was made by Bill Pohlmann to approve the amended agenda. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
A motion was made by Roland Ahrendt to approve the minutes of the May 11, 2021 meeting as written. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.
A motion was made by Brian Hollenkamp to approve the minutes of the May 24, 2021 special meeting as written. A second was made by Bill Pohlmann and upon vote, with all members voting in favor, motion carried.
A motion was made by Roland Ahrendt to approve the placing of the Viking Statue at Bass Lake in honor of the Grey Eagle Volunteer Fire Department with the understanding that the City will not be held responsible for any damage or theft of the statue. A second was made by Bill Pohlmann and upon vote, with all members voting in favor, motion carried.
A motion was made by Bill Pohlmann to approve the building permit application for Grey Eagle Housing to pave the north parking lot and to widen the west driveway into the parking lot by ten feet. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.
A motion was made by Bill Pohlmann to approve the building permit application for Brian Hollenkamp to extend his driveway on the south side by fourteen feet from the road and along the south side of the garage for a total of approximately seventy eight feet. A second was made by Roland Ahrendt and upon vote, with Brian Hollenkamp abstaining and all other members voting in favor, motion carried.
A motion was made by Brian Hollenkamp to approve the building permit application for Bruce Zachman to put in a 31’ x 41’ driveway on the east side of his shed. A second was made by Bill Pohlmann and upon vote, with all members voting in favor, motion carried.
The following maintenance items were discussed:
1. The tennis court nets have been put up.
A motion was made by Brian Hollenkamp to sell the black S10 Sonoma to Tim Massey for scrap. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
A motion was made by Bill Pohlmann to approve the revolving loan fund extension for Christy Browen (dba Chris’ Country Store) for ten years at the same interest rate of 1% with a payment of $452.43. This will eliminate any further balloon payments due and will be paid off June 1, 2031. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.
Bryan Bye updated the council on the sewer project.
A motion was made by Brian Hollenkamp to approve pay request #5 to C & L Excavating for $430,589.64. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
A motion was made by Bill Pohlmann to approve the replacement of five gate valves provided that C & L Excavating can do it while the streets are dug up. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.
A motion was made by Roland Ahrendt to approve to pay $325 for tree removal at Lakeview Cemetery, with the other half to be paid for by the adjoining property owner and he can have the firewood. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.
The Council will look at property that needs to be cleaned up.
The council instructed that the bathrooms at the park be opened up and the water turned back on.
A motion was made by Brian Hollenkamp to approve a temporary liquor license for the Grey Eagle Burtrum Lions Club for GEMFest July 17th and 18th. A second was made by Bill Pohlmann and upon vote, with all members voting in favor, motion carried.
The Council would like to work on a checklist and procedures for building permit applications.
The Council would like a list of committee duties and how this was handled in the past.
The Council discussed the vacant council seat. The seat would be by appointment of the City Council until the next election with the remaining two years being put on the ballot.
A motion was made by Roland Ahrendt to appoint Brad Johnson to the vacant council seat. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.
A motion was made by Bill Pohlmann to approve the payment of claims #2155-#2173 and to pay the additional following items: $444.12 to Rahn’s Oil and Propane, $1,900.50 to Granite Electronics, $1,067.04 to Hawkins and $384 to Quinlivan & Hughes. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
