Grey Eagle City • June 9, 2026

The regular meeting of the Grey Eagle City Council was called to order by Mayor Joseph Arnzen at 7:00 pm on the 9th day of June 2026 in Council Chambers. Council members present were Brad Johnson, Brian Hollenkamp, Roland Ahrendt and Chris Browen. No council members were absent. Also in attendance was Beth Ramacher.
A motion was made by Brian Hollenkamp to approve the agenda. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
A motion was made by Brad Johnson to approve the minutes of the May 12, 2026 meeting. A second was made by Chris Browen and upon vote, with all members voting in favor, motion carried.
The monthly water and wastewater report from H2O Smartec was reviewed. There was a service line leak near 217 Cedar Street North. The ponds are being discharged and some hydrants will be flushed.
A section of the sidewalk near 217 Cedar Street North needs to be replaced. This will be done when the property owner replaces the driveway with concrete. A motion was made by Roland Ahrendt to waive the building permit for the driveway. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.
A motion was made by Brian Hollenkamp to approve a temporary liquor license for the Grey Eagle Burtrum Lions for the Community Appreciation on July 18, 2026 and two tractor pulls – July 19, 2026 and September 7, 2026. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried.
A motion was made by Brad Johnson to approve the temporary liquor license for the Relief Association’s Corn Feed and waive the $100 temporary liquor license fee and to close Woodman Street South in front of the City Hall Fire Hall. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried.
Miscellaneous items: The council was given a picture of the new circulation desk at the library. Beth Ramacher has been appointed to the Fusion Point Task Group at Sourcewell. The council agreed that natural gas should be brought into the city shop on the northeast corner of the building. Website analytics were reviewed.
A Fraud Protection program from Magnifi Financial was discussed. The council would like to know if other cities are taking part in similar programs with their financial institutions.
A motion was made by Brian Hollenkamp to not renew the annual MCFOA Membership going forward. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried. This can be revisited in the future, if needed.
Discussion was held on fire officer pay for the 2027 budget. The council would like to know what pay rates other cities are using.
A motion was made by Brian Hollenkamp to approve the Capital Asset Policy. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried. The policy is as follows:

The City of Grey Eagle sets the capitalization threshold to include all items $10,000.00 or more with useful lives of more than 1 year. The above becomes effective January 1, 2025. The City will depreciate these assets using the straight-line method. The City will not eliminate items on the schedule that are less than this amount from previous years unless fully depreciated and deemed necessary.

The request of vacating a portion of North Lake Street West (East of Bovee Street North) was revisited. The council was reminded of the previous discussion, public hearing, etc. on this. There is no further action.
A motion was made by Roland Ahrendt to approve Resolution 2026-12: Accepting $28,774.00 from Sourcewell for Community Funds. A second was made by Brad Johnson and upon vote, with all members voting in favor, motion carried. The ordinance reads as follows:
RESOLUTION NO. 2026-12: A RESOLUTION ACCEPTING $28,774.00 FROM SOURCEWELL FOR COMMUNITY BENEFIT FUNDS FY 2025-2026
WHEREAS, money has been received from Sourcewell; and
WHEREAS, the City Council feels that the donation will benefit citizens of the area;
1. That the City Council of the City of Grey Eagle formally accepts the funds from Sourcewell for Community Benefit Funds for the fiscal year 2025-2026.
2. That the City Clerk is authorized and directed to make the appropriate revenue and expenditure budget adjustments as needed to reflect this funding and its intended use.
Adopted by the Grey Eagle City Council this 9th day of June 2026.
A motion was made by Roland Ahrendt to approve Resolution 2026-13: Authorizing Participation with the Community Concern for Youth Program. A second was made by Brian Hollenkamp and upon vote, with all members voting in favor, motion carried. The ordinance reads as follows:
RESOLUTION NO. 2026-13: RESOLUTION OF SPONSORSHIP: RESOLUTION AUTHORIZING PARTICIPATION WITH THE COMMUNITY CONCERN FOR YOUTH PROGRAM WITH TODD-WADENA CORRECTIONS.
BE IT RESOLVED by the Grey Eagle City Council that Todd County act as sponsoring unit of government for the project entitled Community Concern for Youth to be conducted by Todd-Wadena Community Corrections during the period from January 1, 2027 through December 31, 2027. Ron Noon, Chairperson, Wadena County Board of Commissioners, is hereby authorized to execute such agreements and funding as are necessary to implement the project on behalf of the Grey Eagle City Council.
BE IT RESOLVED that the Grey Eagle City Council hereby agrees to contribute $396.00 for the project entitled Todd-Wadena Community Concern for Youth during the period from January 1, 2027 through December 31, 2027, which is to be paid on January 1, 2027.
It is understood that the Long Prairie – Grey Eagle School Board contributes $4308.00, and the Long Prairie City Council contributes $3686.00, for a total community contribution of $8030.

WHEREAS, money has been received from Sourcewell; and

A motion was made by Chris Browen to approve Resolution 2026-15: Appointing Election Judges for the 2026 Primary & General Elections. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried. The ordinance reads as follows:
RESOLUTION NO. 2026-15: A RESOLUTION APPOINTING ELECTION JUDGES FOR THE 2026 PRIMARY & GENERAL ELECTIONS
BE IT RESOLVED, by the City Council of the City of Grey Eagle as follows:
The persons named below are hereby appointed election judges for the August 11, 2026 Primary Election and the November 3, 2026 General Election to be held in the City of Grey Eagle, County of Todd, State of Minnesota.
The judges appointed and designated polling place wherein they shall serve, and the hours of voting are as follows:

A motion was made by Brian Hollenkamp to approve payment of Claims #3802-3824, totaling $24,217.84 and include additional payments of the following: Terrain Aesthetics $75.00, MN Power $2097.12, Wolbeck Construction $436.00, Chase Diesel Services $1872.76, RMB Environmental Labs $249.90, Astera Health $18.00, Arvig $245.00, KLM Engineering $3350.00 and Quinlivan & Hughes $96.00. A second was made by Chris Browen and upon vote, with all members voting in favor, motion carried.
A motion was made by Brian Hollenkamp to adjourn the meeting at 7:39 pm. A second was made by Roland Ahrendt upon vote, with all members voting in favor, motion carried.
The next regular meeting of the Grey Eagle City Council will be held at 7:00 pm on Tuesday, July 14, 2026 in Council Chambers.
