The special meeting of the Grey Eagle City Council was called to order by Mayor Jim Gohman at 12:00 p.m., on the 11th day of January, 2016 in council chambers. Council members present were Thom Muellner, Roland Ahrendt and Joe Arnzen. Also in attendance were Chico Hellmann, Lori Hellmann and guests Jeff Scholten from Rural Development and Bryan Bye, Craig Tschida and Pat Conroy from Widseth Smith Nolting.
Jeff Scholten informed the council that the first half of the application for Rural Development is complete and would now like to take the time to share information regarding the scope of the potential project. In May and June the sewer mains in the city were cleaned and televised to determine the condition of the mains, taps into the mains and manholes. There appears to be a large amount of I&I (influent and infiltration) from off set joints, bad taps from service lines into the main and sump pumps pumping into the sanitary sewer system, along with deteriorating clay pipe.
Discussion was then held on what comes next. Bryan stated that they will be working on putting together a Preliminary Engineering Report and an Environmental Report.
Jeff and Pat discussed possible funding and grant options available for this project. The city has already been placed on the Project Priority List. Jeff recommended the city continue to put together the items needed for the Rural Development application.
A motion was made by Thom Muellner to adjourn at 1:12 p.m. A second was made by Roland Ahrendt and upon vote, with all members voting in favor, motion carried.
