Those who travel through east St. Cloud at the Highway 10 and Highway 23 interchange will encounter single lane head-to-head traffic, as crews begin the second year of construction Monday, March 18, reports the Minnesota Department of Transportation.
Here’s what to expect the week of March 18:
Highway 23 will be reduced to one lane, each direction, 24-7, between Lincoln Avenue SE and 25th Avenue SE. Motorists will use the new westbound side as crews construct the eastbound road, bridge, and adjacent accesses. Detours to/from the interchange will be signed.
Highway 10 will be reduced to one lane, each direction, 24-7, between Benton Drive SE and 15th Avenue SE. Motorists will use the new eastbound side as crews construct the westbound road and adjacent accesses. Detours to/from the interchange will be signed.
The remaining two access ramps at the interchange will close to/from eastbound Highway 10 and westbound Highway 23. Follow detour signs along Lincoln Avenue SE and 15th Avenue SE.
Fourth Street SE remains closed to/from Highway 10. Use Lincoln Avenue SE or 15th Avenue.
Schedule based on good weather conditions.
Be prepared for delays and seek alternate routes, especially at peak travel times. Be patient and add time to your commute the first few days as travelers learn the new set-up.
Overall, crews will construct the second half of the project which includes:
Westbound Highway 10, includes adjacent roads and entrances
Eastbound Highway 23 and bridge over Highway 10, includes adjacent roads and entrances
Access ramps to/from the interchange
City of St. Cloud Fourth Street bridge over Highway 10
Sidewalks/trail connections

When open in November 2024, the $43.7 million interchange project will invest in infrastructure to last 60-plus years, provide a smoother road surface, and improve motorist and pedestrian safety and access throughout.
