Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, May 6, 2014. The meeting called to order 7:30 p.m. with the following members present: Sandy Peterson, Jay Bartkowicz, Tim Grittner, and Jim Molitor. Absent: AJ Johnson. Also present: Charlie Strack, Jim Dickinson, Lowell Drager, Mike Rude, Lonny Hutchins and reporter Kerry Drager.
Minutes of the Swanville City Council meeting held Tuesday, April 8, 2014 were read. A motion was made by Jay Bartkowicz to approve the minutes as read. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Tim Grittner seconded by Jay Bartkowicz to approve the treasurer’s report. All members voted in favor, motion carried.
Mayor Peterson introduced Charlie Strack who is running for Morrison County Sheriff. Strack gave a description of his background, then listened to comments and answered questions from council members.
Mike Rude, City Engineer, reported that road restrictions will be on until the about middle of May and that Tri-City Paving could not begin to finish the paving until the restrictions are off.
City maintenance man Lonny Hutchins stated he is concerned with the drainage in the storm drains on Berkey Avenue and 5th Street. Rude stated that a camera could be put down the drains to see if the blockage could be sand from the from last summer’s project.
Lowell Drager was present and gave council a list of his concerns from the Rhoda Avenue Project. Council also listened to Drager’s concerns. Hopefully some of the concerns can be resolved in the future.
Jim Dickinson, was present to ask the council to consider adding some gravel to the corners of the road going to Roto Molding. Council agreed to have gravel added to the road corners. Dickinson also asked if a small cement ramp could be added by the back door of 201 DeGraff building. Jim Molitor will check out the ramp and give the okay to Dickinson.
Mayor Peterson presented to the council a deferral assessment application form for 509 Rhoda Avenue. After looking over the application form and discussion, council agreed the criteria has been met to have the assessment deferred until the property is sold.
Hutchins presented to the council a bid to have the city park thatched, leaves blown away from all objects and bagging up the leaves, grass and litter around park and hauling it away. Mayor Peterson made a motion to have the Yard Barber do this work at the city park. Jim Molitor seconded the motion. All members voted in favor, motion carried.
Land use permits were looked at. Planning and Zoning approved the application for Dennis Loven to replace his existing trailer with a double wide home. After discussion, Jim Molitor made a motion to give Loven a land use permit. Tim Grittner seconded the motion. All members voted in favor, motion carried.
The clerk presented to council estimates to purchase a new computer for the city office. After discussion, Jay Bartkowicz made a motion to purchase a new computer from Little Falls Radio Shack. Tim Grittner seconded the motion. All members voted in favor, motion carried.
Examples of Fire Arms Ordinances were handed out. Council members were asked to look them over for the next council meeting.
Natural Gas furnace estimates were looked over for the Swanville Community Center. After discussion, Jim Molitor made a motion to have Bitz Plumbing and Heating install the new furnace and electric water heater in the center. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Tim Grittner seconded the motion. All members voted in favor, motion carried. The next monthly meeting will be held June 3, 2014 at 7:30 p.m.
There being no further business, a motion was made by Tim Grittner and seconded by Jay Bartkowicz to adjourn. All members voted in favor, motion carried. Meeting adjourned 9:50 p.m. Julie Hollermann, City Clerk/Treasurer
