Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, September 6, 2016. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Norm Carlson, Tony Maciej, Jay Bartkowicz, and Jim Molitor. Also present: Brenda Schmidt, John Blais, Cory DeFoe, Mark Hallen, Lonny Hutchins and reporter Sheila McCoy.
Minutes of the Swanville City Council meeting held Tuesday, August 2, 2016 were reviewed. A motion was made by Jim Molitor to approve the minutes as printed. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jay Bartkowicz and seconded by Norm Carlson to approve the treasurer’s report. All members voted in favor, motion carried.
Council discussed the rezoning of the lot by Springbrook Drive and First Street/County 102. After discussion Jim Molitor made a motion to rezone approx. 300’ x approx. 250’ of the corner lot on Springbrook Drive and First Street/County 102 from Industrial to High Density Residential. Norm Carlson seconded the motion. Mayor Lange, Tony Maciej, Norm Carlson, and Jim Molitor voted in favor. Jay Bartkowicz opposed. Motion carried.
Mark Hallen, city engineer, reported that Jordan Lee from WSN would be working on the grant application that would help fund the water and sewer going over to the lot where the proposed four plex would be built. Hallen did not have cost estimates at this point.
City maintenance man, Lonny, reported the water line going to 102 Third Street is not turning off. He will be talking with Rural Water to see about suggestions.
Lonny also presented council with an estimate from Swanville Construction on the addition of the park building. The storage addition would be a 16’x24’ addition on the east side of the park building. There will be a 6’x8’ice skating warming house inside the addition. The project is estimated to cost $35,000.00. Money donated by the Swanville Lions Club would be used for this project. After discussion, Jay Bartkowicz made a motion to have Swanville Construction build a 16’x24’ addition onto the existing park building. Jim Molitor seconded the motion. All members voted in favor, motion carried.
Mayor Lange read a letter from Community Development of Morrison County asking for a contribution for 2017. After discussion, Jim Molitor made a motion to contribute to Community Development of Morrison County $500.00 in 2017. Norm Carlson seconded the motion. All members voted in favor, motion carried.
Mayor Lange read a shelter agreement from the American Red Cross asking to use the Swanville Center and Swanville Park Building for meetings or shelter for emergencies. Tony Maciej made a motion to sign the agreement for the park building and have the Senior Center Board okay for the agreement for the Senior Center. Jim Molitor seconded the motion. All members voted in favor, motion carried.
Mayor Lange presented a branch agreement from Great River Regional Library for continued use of the city’s library building. Tony Maciej made a motion to sign the agreement with Great River Regional Library. Jim Molitor seconded the motion. All members voted in favor, motion carried.
Duane Johnson has applied for a land use permit to replace a storage shed on his property. P & Z has approved this permit. Jim Molitor made a motion to approve Johnson’s permit. Norm Carlson seconded the motion. All members voted in favor, Motion carried.
The Swanville Rural Fire Assoc. budget was set at $46,000.00. City assessment for 2016-2017: $4132.92
The following claims were presented for payment. Members of the council were furnished with a listing. Tony Maciej made a motion to approve the claims. Norm Carlson seconded the motion. All members voted in favor, motion carried.
A Public Hearing will take place at 6:30 p.m. on October 2, 2016, to discuss a possible TIF District for Rotomolding. The next regular monthly meeting will be held Tuesday, October 2, 2016 at 7:00 p.m.
There being no further business, a motion was made by Norm Carlson and seconded by Tony Maciej to adjourn. All members voted in favor, motion carried. Meeting adjourned 7:35 p.m.
