Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, April 2, 2019. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Jim Molitor, Deb Wood, Norm Carlson, and Tony Maciej. Also present: Jeremy Boots, Scott Saehr, Lonny Hutchins, reporter Sheila McCoy.
Minutes of the Swanville City Council meeting Tuesday, April 2, 2019 were reviewed. A motion was made by Deb Wood to approve the minutes. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by Deb Wood to approve the treasurer’s report. All members voted in favor, motion carried.
Lonny, city maintenance man, reported he had three applicants for the part-time summer maintenance job.
The council members discussed the water tower quotes they have received from three different companies. City engineer Jeremy Boots from Moore Engineering will look over the quotes and will have a spec sheet that all the companies can follow to give a more precise quote. Boots will also change the IUP letter that was sent into the state to repairs to the water tower rather than a new tower at this time.
Scott Saehr, from Soucewell formally NJPA, gave a report to the council on all the sources available to the city and other information the city could obtain using Sourcewell.
The Clerk presented to council a quote from Service Master Clean Little Falls to strip and reseal the floors in the Swanville Center for $1,052.00. After discussion, Tony Maciej made a motion to have Service Master redo the floors in the Center and the city will pay the bill and not bill the senior’s for half. Deb Wood seconded the motion, all members voted in favor, motion carried.
Mayor Lange presented to council the Swan River lease agreement from Loven’s Hills LLC to be signed by Mayor Lange and the clerk. All of the council was in favor to sign the land use agreement for parking and river access.
A land use permit was presented to council for Tim and Linda Dally to build a second 4 plex housing apartment complex on Lot 1 Block 1 in the North Berkey Addition. Jim Molitor made a motion to approve the permit for Tim and Linda Dally 4 plex. Tony Maciej seconded the motion. Land use permit was presented for Roxanne Thompson to build 25’x16’ addition onto existing house. Deb Wood made a motion to approve the Thompson addition. Tony Maciej seconded the motion. No fee will be collected for the reason the fee was paid already but plans changed from a porch to an addition. Bryan Allen applied for a land use permit to build an 18’x12’ deck onto the existing house with a fence. Jim Molitor made a motion to approve the permit for Allen. Tony Maciej seconded the motion. The Planning and Zoning committee has approved these permits. All council members were in favor of the permits, motions carried.
A land use permit was presented from John Hoogenhous to build onto his existing garage which would be too close to the property line. Council will revisit at next council meeting.
Many complaints are being received by residents on dogs running loose and barking at all hours within the city. Dog owners are reminded the city ordinance states dogs need to be kept on leashes and controlled.
Reminder of the City Wide Cleanup day will be held Saturday, June 1, 2019; 9 am to 11:00 am by the city park.
The following claims were presented for payment. Members of the council were furnished with a listing. Tony Maciej made a motion to approve the claims. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, June 4, 2019 at 7:00 pm in the Swanville Center.
There being no further business, a motion was made by Tony Maciej and seconded by Norm Carlson to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:25 pm.
