Swanville City April 4, 2017

Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, April 4, 2017. The meeting called to order 7:00 p.m.with the following members present: Sandy Lange, Deb Wood, Jim Molitor, and Norm Carlson. Absent: Tony Maciej Also present: Mark Hallen, Reporter Sheila McCoy, and Lonny Hutchins.
Minutes of the Swanville City Council meeting held Tuesday, March 7, 2017 were reviewed. A motion was made by. Jim Molitor to approve the minutes as printed. Deb Wood seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Norm Carlson and seconded by Jim Molitor to approve the treasurer’s report. All members voted in favor, motion carried.
Mark Hallen, city engineer, was present to go over the North Berkey Avenue Improvements. Hallen stated public bidding on the project is next. Jim Molitor made a motion to authorize advertising for public bidding of the North Berkey Avenue Improvements. Bids will be received until 10:00am on Thursday, April 27, 2017 in the city clerk’s office. Norm Carlson seconded the motion. All members voted in favor, motion carried. Mayor Lange reported the plat of the new addition is completed and is being recorded. MN Power will be moving an existing street light and adding another in the new project.
Mayor Lange presented to council members a rough draft of a proposed purchase agreement/ covenant for the six lots remaining in the North Berkey Avenue Project. Mayor Lange asked council members to look over the draft and be prepared to discuss at the next council meeting.
Putting in a new hand railing to the south of the front door of the Swanville Center was discussed. A new railing would be installed and the old one repainted for appox. $800.00. Jim Molitor made a motion to have the railings done. Mayor Lange seconded the motion. All members voted in favor, motion carried.
A reduction advisor on city utility bills asked if the city would be interested in a having him look over city utility bills. Any money recovered would be split with the advisor company. Council decided to Table.
Mayor Lange presented Morrison County Recycling and Clean-up grant for 2017. Recycling grant is $1348.00 and clean-up day grant is $375.00. Jim Molitor made a motion to sign the grant. Norm Carlson seconded the motion. All members voted in favor, motion carried. City clean-up day is set for Saturday, May 6 from 9:00am to 11:00am at the city park. City wide garage sales are encouraged that day also. It was also discussed some property around the city is in need of some special care. A letter will go out to all Swanville land owners asking them to clean-up their property. Clean-up day is a good time to remove unsightly, useless trash on property lots.
A land use permit was presented to council. Sandy Lange would like to replace an 8’x10’ storage shed on her property. P & Z has okayed this request. Deb Wood made a motion to give Lange the permit. Norm Carlson seconded the motion. All members voted in favor. Mayor Lange abstained, motion carried.
The city maintenance worker, Lonny, has been talking with Todd County Soil and Water about the shoreline at the Pillsbury Beach and the erosion that is occurring. Lonny will be working with Todd County on ways to stop the erosion, with costs being split between the City and Todd County. Lonny will also have treatment done for the weeds at the beach also.
A bagger and dethatcher was discussed for the new city mower. After discussion, Jim Molitor made a motion to purchase a power bagger and dethatcher for the city mower. Norm Carlson seconded the motion. All members voted in favor, motion carried.
Reminder of the Board of Equalization meeting on Monday, April 17, 2017 at 1:00 pm.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Deb Wood seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, May 2, 2017 at 7:00pm.
There being no further business, a motion was made by Norm Carlson and seconded by Jim Molitor to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:20 pm.
