Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, April 6, 2021. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, John Dragseth, Norm Carlson, Jim Molitor, and Tony Maciej. Also present: reporter Tyler Ohmann.
Minutes of the Swanville City Council meeting Tuesday, March 2, 2021 was reviewed. A motion was made by Norm Carlson to approve the minutes. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by John Dragseth to approve the treasurer’s report. All members voted in favor, motion carried.
The Morrison County recycling and clean-up day grant was presented to the council. The recycling grant is for $1,696.00 and cleanup day grant is $375.00. Jim Molitor made a motion to sign the Morrison County Grants. Norm Carlson seconded the motion. All members voted in favor, motion carried. City wide clean-up day is scheduled for Saturday, May 15th from 9:00 am to 11:00 am.
The Clerk reported to the council Clif Allen, city engineer, has sent in the DEED Grant application and has received notification that it was received.
The Swanville Lions are requesting a strong beer license for the Swanville Carnival on July 9-10-11, 2021. Jim Molitor made a motion to grant the Swanville Lions a strong beer license for July 9-10-11 for the fee of $80.00, the same as past years. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The Lions would like to purchase 10 new bar stools for the park building. Norm Carlson made a motion to let the Lions purchase the new bar stools. Jim Molitor seconded the motion. All members voted in favor, motion carried.
Bryan Allen is interested in getting city water and sewer to his property at the end of 4th Street East. Mayor Lange will get in contact with someone for an estimate on the cost and report back.
Mayor Lange reported there was a repair of a water line in front of the funeral home on DeGraff Avenue in the amount of $2850.00. There is cement work on the sidewalk that has to be done as well.
Council member Maciej stated there is an individual interested in purchasing 510 DeGraff and is inquiring if a modular home could be brought in when the old house is gone. It is stated in the ordinances there can be a modular home brought in, but it has to have a poured foundation.
It was reported the walking trail, to the south of the city, needs some work completed. There needs to be a new culvert put in and have dirt work on a portion of it. Tony Maciej stated he will oversee this project. Jim Molitor made a motion to have the trail work completed with a budget of not more than $2000.00. Norm Carlson seconded the motion. All members voted in favor, motion carried.
It was reported the new city lawn mower is in and will get picked up in April sometime.
Council member Dragseth reported there are too many vehicles on a resident’s property. The council will look at the ordinances and revisit at the next council meeting.
Reminder of the Local Board of Equalization meeting will be held on Tuesday, April 20 at 10:00 am.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. John Dragseth seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, May 4, 2021 at 7:00 pm.
There being no further business, a motion was made by Norm Carlson and seconded by Tony Maciej to adjourn. All members voted in favor, motion carried. Meeting adjourned 7:50 pm.
