Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, April 8, 2014. The meeting called to order 7:30 p.m. with the following members present: Sandy Peterson, Jay Bartkowicz, Tim Grittner, Jim Molitor, and AJ Johnson. Also present: Gene Epling, Mike Rude, Lonny Hutchins and reporter Terry Lehrke.
Minutes of the Swanville City Council meeting held Tuesday, March 4, 2014 were read. A motion was made by Jay Bartkowicz to approve the minutes as read. Tim Grittner seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by AJ Johnson and seconded by Tim Grittner to approve the treasurer’s report. All members voted in favor, motion carried.
Mayor Peterson announced there will be a closed meeting following the regular monthly meeting to discuss personnel issues.
Mike Rude, City Engineer, was present to discuss the Rhoda Avenue Project. Mike stated that a meeting with Larson Excavating and WSN engineers and the City Mayor and Clerk was held to go over extra supplies and misc. additional labor on the project. Mike then presented council with the change order which amounted to $25,929.52. He explained the change order to the council and after discussion Tim Grittner made a motion to accept the change order. Jim Molitor seconded the motion. All members voted in favor, motion carried. Disbursement #7 was then presented to the council. After discussion, Jim Molitor made a motion to sign and pay disbursement #7. Tim Grittner seconded the motion. All members voted in favor, motion carried.
There was discussion about the yard on 509 Rhoda Avenue. The resident complained of a muddier than usual driveway this spring. Rude feels the city should monitor this problem and see if the problem is better next spring.
City maintenance man Lonny, reported that the transmission on the city truck is getting bad. Council agreed that transmission work should be done before next winter, when the truck is put to work plowing. Lonny also stated that the bearings on the city tractor loader will need to replaced soon.
Mayor Peterson presented to the council the audit proposal from Schlenner Wenner & Co. for the 2013 audit. After discussion, Jim Molitor made a motion to sign the proposal with Schlenner Wenner & Co. for the 2013 audit. Tim Grittner seconded the motion. All members voted in favor, motion carried.
The Clerk informed the council of the upcoming postal meeting on July 29 at 4:00 pm to discuss with residents time changes of the Swanville Post Office.
City wide clean-up day is set for May 3, 2014 from 9:00 am to 11:00 am. Lonny will be present with the city tractor for any large items that need to be hauled from residents. There will also be garage sales, a bike rodeo with free helmets and unveiling of the two new bike racks in the City.
A reminder of the Board of Equalization meeting on April 15, 2014 at 2:00 pm, Swanville Center.
The clerk informed the council that the city computer is in need of an upgrade. Council would like to see estimates at the next council meeting.
Council member Jay Bartkowicz stated that there is a lot of gun firing going on at a resident’s house on Springbrook Drive. The city does not have an ordinance at this time for target practicing within the city limits. The clerk will work with the League of MN Cities to have some examples of ordinances for the next council meeting.
The following claims were presented for payment. Members of the council were furnished with a listing. AJ Johnson made a motion to approve the claims. Jay Bartkowicz seconded the motion. All members voted in favor, motion carried. The next monthly meeting will be held June 3, 2014 at 7:30 pm.
There being no further business, a motion was made by Jim Molitor and seconded by Jay Bartkowicz to adjourn. All members voted in favor, motion carried. Meeting adjourned 9:15 pm. The meeting was then closed to discuss a personnel issue.
