Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, August 6, 2019. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Deb Wood, Jim Molitor, Norm Carlson, and Tony Maciej. Also present: Jeremy Boots and reporter Sheila McCoy.
Minutes of the Swanville City Council meeting Tuesday, July 9, 2019 were reviewed. A motion was made by Deb Wood to approve the minutes. Norm Carlson seconded the motion. All members voted in favor; motion carried.
The treasures report was given. A motion was made by Tony Maciej and seconded by Deb Wood to approve the treasurer’s report. All members voted in favor; motion carried.
Jeremy Boots, city engineer, was present to explain and discuss with council the water tower inspection report. Boots explained the three different options to repair the tower. After discussion, Jim Molitor made a motion to have the water tower rehabilitated in the interior only and have the specifications state with a ten-year guarantee. Norm Carlson seconded the motion. All members voted in favor, motion carried. Boots will get the specifications for the tower out to the interested companies.
Resolution #19-0806A authorizing the sell of lot 3 block 2 in the North Berkey Avenue Addition to Charles and Peggy Parins was presented to the council. A check for $500.00 has already been received. Jim Molitor made a motion to accept Resolution#19-0806A to sell lot 3 block 2 in the North Berkey Avenue Addition to Charles and Peggy Parins. Norm Carlson seconded the motion. All members voted in favor, motion carried. The City Attorney has the purchase agreement typed up and ready for signatures.
Land use permits were presented to council. The P & Z committee has already looked at these applications and approved. Jay Loven would like to add a deck and cement walkway to the back of his existing house. Matthew Johnson would like to remove and replace patio/walkway by his house. Sandy Lange would like to add onto existing driveway and add a cement gutter. After discussion, Jim Molitor made a motion to approve all the building applications. Deb Wood seconded the motion. All members voted in favor, Mayor Lange abstained, motion carried.
An ordinance adopting section 6.1.4 for the problem of the use of engine brakes (jake braking) within the city limits was presented to the council. After discussion, Jim Molitor made a motion to adopt ordinance #19-0806B banning the use of engine brakes (jake braking) within the city limits. Norm Carlson seconded the motion. All members voted in favor, motion carried. Council member Maciej will have signs put up within the city limits.
There was discussion on putting up a Habitat for Humanity home in the new Berkey Addition. Tabled until next meeting. The city attorney will be contacted on the provisions the city will need. A representative from Habitat for Humanity will be asked to attend the next council meeting.
There was discussion on raising the water/sewer rates to help with the raising costs and the new water tower. Tabled until next council meeting.
New council chairs were approved by council.
The Swanville Rural Fire Association annual meeting will be held Tuesday, August 27 at 8:00 p.m. Council will meet at 7:30 p.m. at the Swanville Center and then recess to attend the Fire Assoc. meeting.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Deb Wood seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, September 3, 2019 at 7:00 p.m.
There being no further business, a motion was made by Tony Maciej and seconded by Norm Carlson to adjourn. All members voted in favor, motion carried. Meeting adjourned 9:00 p.m.
