Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, August 7, 2018. The meeting called to order 7:00 p.m.with the following members present: Sandy Lange, Norm Carlson, Deb Wood, Jim Molitor and Tony Maciej. Also present: Diane Piekarski, Representatives from Moore Engineering, Steve Browning, reporter Sheila McCoy, and Lonny Hutchins.
Minutes of the Swanville City Council meeting held Tuesday, July 10, 2018 were reviewed. A motion was made by Tony Maciej to approve the minutes as printed. Deb Wood seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Norm Carlson and seconded by Tony Maciej to approve the treasurer’s report. All members voted in favor, motion carried.
Council discussed with representatives from Moore Engineering about using their services and the cost associated with services. After discussion, Jim Molitor made a motion to have Moore Engineering write up a master service agreement and have the city attorney look the agreement over and when this document is okayed by the attorney have Moore Engineering as the city’s Engineer service. Norm Carlson seconded the motion. All members voted in favor, motion carried.
Diane Piekarski was present to inform the council the grass is cut up and around the water tower which will make it easier to measure the land needed for the new water tower. Council asked the Moore Representatives to look over the land and report to the council where they feel would be the best spot for the new water tower and how much land would be needed.
City maintenance worker Lonny reported the curb and gutter by the school on DeGraff Avenue is being redone. This should take care of the snow thawing and running water problem in front of the school. Lonny reported that the undercarriage of the city dump truck should be redone. Sandblast and painted should be appox. $2500.00. Council was in agreement to have the under carriage done. Lonny stated he would like to start a compost pile in the Industrial Park. Council agreed. Last on Lonny’s list was the air conditioner unit at the park building needs to be replaced. After discussion, council agreed to replace the unit.
There was discussion on naming the land by the North Berkey Addition. After discussion it was decided to name the park “Springbrook Park.” Lonny will be cutting the grass and brush around the area.
Mayor Lange presented to the council a letter from the Initiative Foundation requesting the council to consider a contribution for 2019. After discussion, Jim Molitor made a motion to contribute in 2019 – $700.00 to the Initiative Foundation. Deb Wood seconded the motion. All members voted in favor, motion carried
The Clerk informed council there will be a Swanville Rural Fire Assoc. meeting on Tuesday, August 28 at 8:00 pm. Council will meet at 7:30pm in the center and move to the fire hall.
A land use permit was presented from Jerry Wipf to change the existing fence on his property near Lake Pepin to a privacy fence. Planning and Zoning has reviewed the permit and has given approval. Jim Molitor made a motion to approve the land use permit. Deb Wood seconded the motion. All members voted in favor, motion carried.
An Electronic Funds Transfer Policy was presented to Council. This is the policy recommended by the city’s accountant firm. Tony Maciej made a motion to adopt the policy presented. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The following claims were presented for payment. Members of the council were furnished with a listing. Tony Maciej made a motion to approve the claims. Deb Wood seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held at 7:00 pm, Tuesday, September 4, 2018.
There being no further business, a motion was made by Jim Molitor and seconded by Deb Wood to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:00 pm.

City Council met Tuesday, August 28, 2018 at 7:30 pm, all members present, for a special meeting to discuss the Swanville Rural Fire Association annual budget and then was moved to the fire hall where the budget was set at $55,000.00.
Meeting adjourned at 8:30 pm.
