Swanville City August 8, 2017

Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, August 8, 2017. The meeting called to order 7:00 p.m.with the following members present: Sandy Lange, Jim Molitor, Norm Carlson, Tony Maciej, and Deb Wood. Also present: Mark Hallen, reporter Sheila McCoy, and Lonny Hutchins.
Minutes of the Public Hearing and Swanville City Council meeting held July 5, 2017 were reviewed. A motion was made by Deb Wood to approve the minutes as printed. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by Norm Carlson to approve the treasurer’s report. All members voted in favor, motion carried.
City engineer, Mark Hallen, presented council with payment application #2 for the North Berkey Avenue Project. Hallen stated the T at the end of the new road was not completed. Council will have to decide if it should be tarred as in the plans or completed with class 5 gravel. Jim Molitor made a motion to approve payment application #2. Tony Maciej seconded the motion all members voted in favor, motion carried. Council member Molitor expressed concern with the standing water at the northwest corner of First Street and Berkey Avenue. Council feels this problem should have been addressed at the time when the road was dug up with the North Berkey Avenue project. Mayor Lange also addressed the statement received from Widseth, Smith & Nolting on the North Berkey project. Lange stated the city is paying more than what was quoted in the agreement that was signed at the beginning of the project. Hallen stated he will check into both of these issues and report back to the council.
Councilmember Molitor reported on the street lights for North Berkey Avenue. Molitor feels 6 or 7 light poles would be needed. Council agreed the pole should be at least 12’ tall with a pedestal at the bottom of each pole. The cost was estimated with labor to be $16,000.00. Councilmember Maciej reported he had an estimate of $3,400.00 to replace the bulbs on main street lights with led bulbs. It was decided to table for now the street lights and led bulbs.
Mayor Lange presented council with the Morrison County Comprehensive Local Water Management Plan. After council looked over the plan, Deb Wood made a motion to adopt and implement the Morrison County Comprehensive Local Water Management Plan Resolution #2017-049. Norm Carlson seconded the motion. All members present voted in favor, motion carried.
Mayor Lange presented to council the quit claim deed signed by Joseph and Shirley Gessell. The deed states the Gessell’s quit claims their part of the walking trail south of Swanville to the City. Jim Molitor made a motion to accept the quit claims deed. Deb Wood seconded the motion. All members voted in favor, motion carried. The Clerk will have the document recorded.
Mayor Lange presented for council to review a finance procedures and policy plan. It was decided to discuss and adopt at a later date. Lange also presented from the First State Bank of Swanville a form with the power of accounts listed. It was decide that Councilmember Jim Molitor will be on the signature card to sign in the absence of the Mayor or Clerk/Treasurer. All transactions at the bank will require two signatures. Mayor Lange also stated that none of the money was recovered from the fraud which occurred in July and the city is still waiting to hear back from the city’s insurance company to see if any of the money will be covered in the loss.
A land use permit was presented from Stu Johnson to build a 32’x36’ garage onto his house on Rhoda Avenue. Planning and Zoning has reviewed the permit and has given approval. Jim Molitor made a motion to approve the land use permit. Deb Wood seconded the motion. All members voted in favor, motion carried.
Mayor Lange stated that Steve Gruber asked for his down payment back on lot 106 in the North Berkey Avenue Addition, Gruber has bought a house in Swanville and longer wishes to build. Council was in agreement to give Gruber the down payment of $500.00 back.
Mayor Lange stated that Mielke Mark LLC would like to purchase lot 106 in the North Berkey Avenue Addition. A check was received for $500.00 as down payment of the lot. Jim Molitor made a motion to sell lot 106 in the North Berkey Addition to Mielke Mark LLC. Deb Wood seconded the motion. All members voted in favor, motion carried. Mayor Lange will inform the city attorney of the sell.
Maintenance worker Lonny stated that the erosion project at the Pillsbury Beach will be covered by a grant from Todd County to pay for half of the costs and the Swanville Lions will give $10,000.00 toward the project.
Cory DeFoe is interested in selling his property in the North Berkey Avenue Addition to the city. Jim Molitor will research the value of the land, visit with DeFoe and report back to the council.
Mayor Lange passed out a preliminary budget for 2018 for council to look over.
Mayor Lange stated that on Wednesday, August 9 at 6:00 pm there will be a ribbon cutting to open the North Berkey Avenue road. At night a family movie night will be held in the city park.
The Clerk informed council there will be a Swanville Rural Fire Assoc. meeting on Tuesday, August 22 at 8:00 pm. Council will meet at 7:30 pm in the center and move to the fire hall.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held at 7:00 pm, Tuesday, September 5, 2017.
There being no further business, a motion was made by Norm Carlson and seconded by Deb Wood to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:35 pm.
