Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, December 3, 2019. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Deb Wood, Norm Carlson, Tony Maciej, and Jim Molitor. Also present: Clif Allen and reporter Sheila McCoy.
Minutes of the Swanville City Council meeting Wednesday November 6, 2019 were reviewed. A motion was made by Deb Wood to approve the minutes. Jim Molitor seconded the motion. All members voted in favor; motion carried.
The treasures report was given. A motion was made by Tony Maciej and seconded by Deb Wood to approve the treasurer’s report. All members voted in favor; motion carried.
Clif Allen, City Engineer, was present to go over with the council the water tower recoat and outside repair. Advertising will start January and end in February. Bid opening will be a half an hour before the February city council meeting. Allen stated that there will be a 2-year warranty in the bid agreement.
Allen also discussed with council the lift station for the second addition of North Berkey Avenue. There will be a storm water pond added to the plan. Allen will have more details at the next council meeting on the 2nd addition of North Berkey Addition.
The final levy for 2020 was discussed. After discussion, Tony Maciej made a motion to raise the general service for 2020 $7,500.00. The final levy for 2020 is set at general fund $86,000.00 and the debt service amount is set at $11,305.33 for a total levy amount of $97,305.33. Norm Carlson seconded the motion. All members voted in favor, motion carried.
Angie VanRisseghem, from Swanville Insurance, sent to each council member the City’s 2020 insurance renewal policy. Replacement costs on city owned buildings and equipment stored were discussed. Jim Molitor made a motion to not waive the statutory torte for the city. Deb Wood seconded the motion. All members voted in favor, motion carried.
The proposed 2020 budget was handed out and discussed. After discussion it was decided to table until the next council meeting.
Mayor Lange presented to council resolution #19-1203 which states the Decertification of TIF District No. 1-6. After discussion, Jim Molitor made a motion to accept resolution #19-1203 to approve the Decertification of TIF District No.1-6. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Deb Wood seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, January 7, 2020 at 7:00 p.m.
There being no further business, a motion was made by Deb Wood and seconded by Jim Molitor to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:35 p.m.
