Swanville City December 4, 2018

Minutes of the Swanville City Council meeting was held in the Swanville Center on Tuesday, December 4, 2018. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Deb Wood, Norm Carlson, Tony Maciej, and Jim Molitor. Also present: Angie & Brent VanRisseghem, Jeremy Boots, reporter Sheila McCoy, and Lonny Hutchins.
Minutes of the Swanville City Council meeting Friday, November 9, 2018 were reviewed. A motion was made by Deb Wood to approve the minutes as printed. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by Tony Maciej to approve the treasurer’s report. All members voted in favor, motion carried.
City maintenance worker, Lonny, presented council with bids for snow removal from Maciej Construction and Big Stone Ranch. After discussion, it was decided that Lonny can call either business for snow removal being the bids were close.
Bids that were received on the 2008 city owned Kubota were looked over by the Kubota committee. Highest bid received was $7,255.00. The clerk will notify the highest bidder and make arrangements for pickup.
Mayor Lange presented to council resolution #18-1204A, accepting a donation from the Swanville Lions Club in the amount of $27,500.00 toward the purchase of a 2018 Kubota with attachments. Tony Maciej made a motion to accept the donation from the Swanville Lions Club. Mayor Lange seconded the motion. All members voted in favor, motion carried. The council appreciates the Swanville Lions Club for their generous donation.
Jeremy Boots, representing Moore Engineering, was present to discuss with council the water tower land and how much land would be needed for the new tower. He would like Lonny to work on a capital improvement list for the future.
Angie VanRisseghem, from Swanville Insurance, was present to go over the City’s 2019 insurance renewal policy. Replacement costs on city owned buildings and equipment stored were discussed. Angie will report back to council on questions that were asked about options that would be available on equipment coverage. Jim Molitor made a motion to not waive the statutory torte for the city. Deb Wood seconded the motion. All members voted in favor, motion carried.
The 2019 budget was handed out and discussed. After discussion, Jim Molitor made a motion to accept the 2019 budget. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The final levy for 2019 was discussed. After discussion, Jim Molitor made a motion to raise the general service for 2019 $3,000.00. The final levy for 2019 is set at general fund $78,500.00 and the debt service amount is set at $11,334.65 for a total levy amount of $89,834.65. Deb Wood seconded the motion. All members voted in favor, motion carried.
Mayor Lange presented to council resolution #18-1204B stating Morrison and Todd County auditor/treasurer’s office will be the designated polling place for the City of Swanville. Tony Maciej made a motion to approve resolution #18-1204B accepting Morrison and Todd County as the designated polling place. Deb Wood seconded the motion. All members voted in favor, motion carried.
Mayor Lange stated she would like to have the city workers yearly reviews done before the next council meeting. Norm Carlson and Jim Molitor will conduct the reviews.
Deb Wood stated she has received complaints about truck drivers jake braking within the city.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Deb Wood seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, January 8, 2019 at 7:00 p.m.
There being no further business, a motion was made by Tony Maciej and seconded by Norm Carlson to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:25 p.m.
