Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, December 7, 2021. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, John Dragseth, Norm Carlson, Jim Molitor, and Tony Maciej. Also present: Angie & Brent VanRisseghem, AJ Johnson, and reporter Sheila Bergren.
Minutes of the Swanville City Council meeting Wednesday, November 3, 2021 was reviewed. A motion was made by John Dragseth to approve the minutes. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Norm Carlson and seconded by John Dragseth to approve the treasurer’s report. All members voted in favor, motion carried.
Angie VanRisseghem from Swanville Insurance was present to go over the City’s insurance renewal through the League of MN Cities. Angie handed out cost coverages of the city buildings. She also explained the liability coverage-waiver form, which council was in agreement to not waive the monetary limits on municipal tort liability. Mayor Lange signed the form.
AJ and Jenifer Johnson would like Lots 2 & 3, Block 1 in the North Berkey 1st Addition. They realize that lot 2 is stated as a drainage lot. An easement for the city would need to be wrote up on this lot and a garage is planned to be put on it. After discussion, Jim Molitor made a motion to accept the application from Johnson’s to purchase lots 2 & 3, block 1 with lot 2 having to build a stick garage, not pole, to match the home and an easement for the city drainage. John Dragseth seconded the motion. All members voted in favor, motion carried.
The test drill wells have been completed and have not received the results yet. The city engineer also informed council the city’s old water tower will need a historic study completed.
The City of Swanville is in the process of conducting an Energy and Environmental survey. With the survey the city will find out what kind of projects residents want the city to focus on. After completing the survey a led light bulb will be received, while supply lasts.
The final levy certification for 2022 was discussed. After discussion, Norm Carlson Made a motion to raise the final levy $10,000.00. John Dragseth seconded the motion. all members voted in favor, motion carried.
Resolution #21-1207 was presented to council, to accept $1000.00 from the Swanville VFW Post 6037 for the Swanville City Park. Jim Molitor made a motion to accept Resolution #21-1207 from the Swanville VFW post 6037 for their generous donation. Norm Carlson seconded the motion. All members voted in favor, motion carried.
An annual designation of polling place must be in place every year. Resolution #21-1207B was presented to council. Tony Maciej made a motion to accept Resolution #21-1207B stating the City of Swanville declares the official polling place for the City of Swanville in 2022 is the Morrison Co Auditors/Treasures office of Little Falls and Todd Co Auditors/Treasures office in Long Prairie. The City of Swanville conducts mail-in ballets. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, January 4, 2022 at 7:00 pm in the Swanville Center.
There being no further business, a motion was made by Tony Maciej and seconded by John Dragseth to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:00 pm.
