Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, December 8, 2020. The meeting was called to order 7:00 p.m. with the following members present: Sandy Lange, Deb Wood, Norm Carlson, Jim Molitor, and Tony Maciej. Also present: Randy Drayna, Clif Allen via zoom, John Dragseth and reporter Tyler Ohmann.
Minutes from the November 10, 2020 Swanville City Council meeting were reviewed. After discussion, a motion was made by Deb Wood to approve the minutes. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Norm Carlson and seconded by Jim Molitor to approve the treasurer’s report. All members voted in favor, motion carried.
Randy Drayna was present to find out the procedures of putting in another approach to his residence on Forest Hill Lane to the west of his existing driveway. An 18” culvert will need to be installed and be 30’ from the property line. Drayna would like to have a 24’ driveway put in. Drayna will return with the land use permit filled out for the driveway.
Clif Allen, city engineer, reported on the city’s new water tower. An email from the USDA sounded very promising the City of Swanville would receive the $2 million funding for the water tower project, an $800,000.00 to $900,000.00 grant and $1.1 to $1.2 million would be a low interest loan. Allen explained the city hiring an outside company to do a hydro analysis, which would determine better where to locate a new well to replace well 1. This service would cost approximately $15,000.00. The next step in the tower project is to authorize Moore Engineering to create a preliminary engineering report (PER). This report will include deciding the benefits of having a ground or tower water supplier and be completed sometime in July. After discussion, Jim Molitor made a motion to hire Moore Engineering to create a PER and hire Leonard Rice Engineering to do a hydro analysis for the city. Deb Wood seconded the motion. All members voted in favor, motion carried.
The final levy for 2021 was discussed. After discussion, Jim Molitor made a motion to raise the general service for 2021 $5000.00. The final levy for 2021 is set at general fund $91,000.00 and the debt service amounts is set at $9,943.25 and $24,792.00 for a total amount of $125,735.25. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The 2021 budget was looked at. Deb Wood made a motion to accept the 2021 budget. Norm Carlson seconded the motion. All members voted in favor, motion carried.
Mayor Lange read to the council the Morrison County Animal Humane Agreement. Norm Carlson made a motion to not sign the Animal Humane Agreement, to pay as an animal is taken in instead. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The renting of the park building was discussed. It was decided to go with the guide lines of the governor for the building rental and then, if the shutdowns end, to go with MDH recommendations for the building.
Purchasing a new city lawnmower was discussed. It was decided to get an estimate of the cost to have the city hire a lawn care service rather than buy a new mower. Jim Molitor will report back to council on the cost.
The city meetings can now be watched via zoom. Anyone interested in watching can contact the city clerk to receive an email to join the meeting.
Elwood Damn, who has cleaned the city buildings for years has decided to retire. An ad will be put in the paper for applications for this cleaning position. The buildings included will be Swanville Community Center, Swanville Center and the City Park Building. The City of Swanville Council thanks Elwood for his many years of cleaning the city buildings.
The council also says good bye to Deb Wood and thanked her for her service to the City of Swanville for serving as council member since 2016. The council welcomes John Dragseth who will replace Wood’s position.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, January 5, 2021 at 7:00 p.m.
There being no further business, a motion was made by Tony Maciej and seconded by Deb Wood to adjourn. All members voted in favor, motion carried. Meeting adjourned 9:35 p.m.
