Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, February 10, 2026. The meeting was called to order at 7:00 p.m. with the following members present: Sandy Lange, Norm Carlson, and Jim Molitor (via ZOOM). Absent: Carter Loven and Tony Maciej. Also present: Ryan Odden, Ray Dodin, Cole Zupko, Shannon Johnston, and reporter Sheila McCoy.
Minutes of the Swanville City Council meeting held Tuesday, January 6, 2026 were reviewed. A motion was made by Norm Carlson to approve the minutes. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded Norm Carlson to approve the treasurer’s report. All members voted in favor, motion carried.
Floor was opened for public comment-no comments.
Mayor Lange introduced Ray Dodin and Cole Zupko. Dodin is interested in purchasing the former Rotomolding building in the Industrial Park which would grow and manufacture cannabis. Zupko would manage the cannabis business. They each gave a rundown of how the operation would work and the ventilation system that would be installed. Mayor Lange stated that the city’s cannabis ordinance at this time states outside cultivation only. The original ordinance would have to be amended to have indoor cultivation. The amended ordinance was tabled until a full council is present.
Ryan Odden, city engineer was present to discuss the final payment for Eagle Construction. There is an eleven-month water storage building warranty. Odden stated there are 10-12 water meter readers to be installed or to be check on. Odden stated that Moore Engineering would write up a PPL agreement to send into the state for the replacement of lead and galvanized water lines. Council was in agreement to have Moore write up this agreement.
Council reviewed and acknowledged the Fair Housing Act resolution that was passed.
The Central MN Housing funding is officially closed.
The industrial lot in the corner of Springbrook Drive and Industrial Boulevard was discussed. In the North Berkey 1st Addition Declaration of Covenants, Conditions and Restrictions states there shall be no rental units. Council would like to change the corner lot from industrial to high residential. At this time there is an interested party in purchasing that lot to build rental units. After discussion, Norm Carlson made a motion to sell the lot for $21,780.00. The amount that was decided on at the October, 2024 meeting. Jim Molitor seconded the motion. All members voted in favor, motion carried. There will be a public hearing on Tuesday, March 10, 2026 at 6:45 pm. Notices will be sent out.
The Local Board of Appeal and Equalization will meet Wednesday, April 22, 1:00 pm in the Swanville Center.
Mayor Lange presented the council with the Todd County Hazard Mitigation Plan Resolution #26-0210. After discussion, Norm Carlson made a motion to adopt Resolution #26-0210. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The Community Center roof is leaking. The city maintenance man is checking on roof repair pricing.
Lucky’s Saloon yearly liquor license renewal is due March 6, 2026. Mayor Lange made a motion to renew the Lucky’s liquor license with the same fees as last year: Off Sale-$150.00, On Sale-$2000.00, Sunday-$250.00, 2 am Closing-$100.00 for a total of $2500.00. Norm Carlson seconded the motion. All members voted in favor. Motion carried. The Clerk will start the paper work for the renewal.
City Wide Clean-up Day is set for May 9, 2026 from 9:00-11:00 am by the Swanville Park.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, March 10, 2026 at 7:00 pm in the Swanville Center. The Public Hearing will take place at 6:45 pm.
There being no further business, a motion was made by Jim Molitor and seconded by Norm Carlson to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:10 pm.
