Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, February 2, 2021. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, John Dragseth, Norm Carlson, and Jim Molitor. Absent: Tony Maciej. Also present: Clif Allen and reporter Tyler Ohmann.
Minutes of the Swanville City Council meeting Tuesday, January 5, 2021 was reviewed. A motion was made by Jim Molitor to approve the minutes. John Dragseth seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by John Dragseth to approve the treasurer’s report. All members voted in favor, motion carried.
Clif Allen, city engineer, presented resolution #21-0202A an authorizing application for small city development program application for funding for the City of Swanville. After discussion, John Dragseth made a motion to accept and sign resolution #21-0202A. Norm Carlson seconded the motion. All members voted in favor, motion carried. A small cities development program application conflict of interest disclosure form was presented to council. After discussion, John Dragseth made a motion to accept the application, Norm Carlson seconded the motion. All members voted in favor, motion carried. The third form Clif presented was for the City to have a Public Hearing to inform residents of the upcoming water systems improvements. Jim Molitor made a motion to adopt citizen participation plan for a public hearing to be held March 2, 2021 at 6:30 p.m. Norm Carlson seconded the motion, all members voted in favor, motion carried.
The cities yearly renewal insurance through the League of MN Cities was discussed. After discussion Norm Carlson made a motion to accept the building values as presented from the League. Jim Molitor seconded the motion. All members voted in favor, motion carried.
Mayor Lange has been working with Region Five Development Commission on getting an Energy and Environment grant. Mayor Lange presented to council Resolution #21-0202B which would approve the application for the Energy and Environment grant. Jim Molitor made a motion to sign the Energy and Environment grant resolution #21-0202B. John Dragseth seconded the motion. All members voted in favor, motion carried.
The Local Board of Appeal and Equalization is scheduled for Tuesday, April 20, 2021at 10:00 a.m. in the Swanville Center.
Lucky’s Saloon liquor license will expire March 6, 2021. Fees charged in 2020 are as follows: Off Sale $150.00, On Sale $2,000.00, Sunday $250.00, and 2:00 am Closing $100.00 for a total of $2,500.00. Jim Molitor made a motion to renew Lucky’s liquor license for 2021-2022 with the same fees but to forgive $500.00 because of the COVID Pandemic. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, March 2, 2021 at 7:00 p.m. The Public Hearing will take place at 6:30 p.m.
There being no further business, a motion was made by Norm Carlson and seconded by John Dragseth to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:25 p.m.
