Swanville City – February 3, 2015

Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, February 3, 2015. The meeting called to order 7:00 p.m. with the following members present: Sandy Peterson, Jay Bartkowicz, Jim Molitor, and Tony Maciej. Also present: Norman Carlson, Mark Hallen, Lonny Hutchins and reporter Kerry Drager.
The city council appointed Norman Carlson to finish the term of AJ Johnson who has moved out of the city. Norman took his Oath of Office and will now serve as council member for the next two years. Norm will now serve on the Senior Board and Mayor Peterson will serve as backup.
Minutes of the Public Hearing and Swanville City Council meeting held Tuesday, January 6, 2015 were read. A motion was made by Jay Bartkowicz to approve the minutes as read. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by Jay Bartkowicz to approve the treasurer’s report. All members voted in favor, motion carried.
Maintenance man, Lonny, reported that there is a tree on the boulevard in front of 501 DeGraff that needs to come down. Council agreed and gave Lonny permission to hire someone with liability insurance to have the tree removed.
Lonny asked if the council would consider purchasing a commercial lawn mower. After discussion, it was decided that Lonny bring in bids for a mower and also a bid to have the city property mowed from the Yard Barbers so the council can compare which would be the most economical route.
Mayor Peterson announced that Lonny Hutchins and Dan Thilquist will be getting an award from the MN Pollution Control for their outstanding work that was done in 2014 at the waste water plant.
Mark Hallen, city engineer, was present to go over the final project amounts on the Rhoda Avenue Project. PFA has reimbursed the city $1,258,524.00. The city has paid out of pocket thus far about $41,000.00. In conclusion the total expense was very close to what was anticipated.
Mayor Peterson stated that there are some additional requests that the Planning & Zoning committee would like to add to the P & Z ordinances. Therefore, Mayor Peterson would like to have a Public Hearing meeting to go over the proposed additional changes to the P & Z ordinances. The Public Hearing will be before the next monthly meeting on Tuesday, March 3, 2015 at 6:30 p.m. in the Swanville Center.
Red’s Irish Pub liquor licenses will be expiring in the middle of April, 2015. Jay Bartkowicz made a motion to renew the liquor licenses for Red’s Pub for one year with the same fees as last year: Off Sale $100.00, On Sale $1750.00, and Sunday License $150.00, for a total of $2000.00.
Jim Molitor seconded the motion. All members voted in favor, motion carried. The clerk will send out the necessary paper work with invoice to Red’s Pub.
The following claims were presented for payment. Members of the council were furnished with a listing. Jay Bartkowicz made a motion to approve the claims. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The next monthly meeting will be held Tuesday, March 3, 2015 at 7:00 p.m. The Public Hearing will take place at 6:30 p.m.
There being no further business, a motion was made by Jim Molitor and seconded by Norm Carlson to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:00 p.m.
