Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, February 4, 2020. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Deb Wood, Norm Carlson, Tony Maciej and Jim Molitor. Also present: Sharon Blumke, Clif Allen, Liza and Gavin Hasse, and reporter Sheila McCoy.
Minutes of the Swanville City Council meeting were reviewed. After discussion, a motion was made by Tony Maciej to approve the minutes. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by Norm Carson to approve the treasurer’s report. All members voted in favor, motion carried.
Clif Allen, city engineer, discussed with council the water tower deficiencies letter received from MN Dept of Health. At this time the tower has several holes in the roof of the tank, is missing rivets, missing weld or open penetration at the top of roof, gap in roof panel, and the overflow does not meet standards. The city has 120 days from the receipt of the letter to complete the corrective actions. Bacteriological testing will be conducted weekly and conduct chlorine residual monitoring daily at the finished water storage and one other site. Testing was currently taken once a month for bacteriological and weekly for chlorine. Allen stated the water is safe to drink from the testing that has been completed. Allen will have a response letter typed up to the MDH to let them know of the City’s plan to correct the deficiencies. Jim Molitor made a motion to have the city engineer find a company to do the repairs and possible funding for this project. Deb Wood seconded the motion. All members voted in favor, motion carried. Funding for a new water tower will also be looked into.
Mayor Lange presented to council Resolution #20-0204A authorizing the sale of parcel lot A to Sharon Blumke which lies to the west of her property on North Berkey Avenue in the amount of $1545.00, this does not include water and sewer hook ups. Jim Molitor made a motion to accept Resolution #20-0204A authorizing the lot sale to Sharon Blumke. Norm Carlson seconded the motion. All members voted in favor, motion carried.
Resolution #20-0204B was presented for authorizing sale of Lot 3, Block 2 of North Berkey Avenue to Frank and Helen Gessell for $2000.00 including water and sewer hookups. Deb Wood made a motion to adopt Resolution #20-0204B authorizing the lot sale to Frank and Helen Gessell. Jim Molitor seconded the motion. All members voted in favor, motion carried.
Mayor Lange presented Resolution #20-0204C vacating the drainage and utility easements located in Block 2 of the plat of Swanville Industrial Park. Tony Maciej made a motion accept resolution #20-0204C vacating the drainage and utility easements on Block 2 of the Industrial Park. Deb wood seconded the motion. All members voted in favor, motion carried. This area will now be known as North Berkey 2nd Addition and was also rezoned to residential at a previous meeting.
Jim Molitor made a motion to rezone Parcel lot A to the west of Sharon Blumke’s lot on North Berkey Avenue from industrial to residential. Deb Wood seconded the motion. All members voted in favor, motion carried.
Mayor Lange presented to council a request from Bryan Allen, owner of Lucky’s Saloon, asking permission to add Derek Pfeiffer to Lucky’s Saloon liquor license as a corporate (partner) officer for one year. Jim Molitor made a motion to allow Derek Pfeiffer on the liquor license for one year. Deb Wood seconded the motion. All members voted in favor, motion carried. The clerk will have the necessary papers prepared.
With yearly employee reviews completed for the City Maintenance Worker and Clerk/Treasurer, salaries were discussed. After discussion, Norm Carlson made a motion to give both workers a 3% increase. Jim Molitor seconded the motion. All members voted in favor except Mayor Lange abstained. Motion carried. Full time Maintenance Worker yearly salary $45,320.00 plus paid cell phone+60%health care+disability+2weeks paid vacation. Part time City Clerk/Treasurer $1273.08 monthly pay plus $20.00 per hour special meetings.
The Animal Humane Society contract was discussed. Tony Maciej made a motion to not accept the contract, but to pay as needed. Norm Carlson seconded the motion. All member voted in favor, motion carried.
Mayor Lange presented to council the 2020 Morrison County Recycling Grant for $1696.00 and Cleanup Day Grant for $375.00. After discussion, Tony Maciej made a motion to sign the grants and have clean up day set for Saturday, May 16, 2020 from 9:00 am to 11:00 am and to follow the pricing guide line from the county. Deb Wood seconded the motion. All members voted in favor, motion carried.
The Local Board of Appeal will take place Tuesday, April 21, 2020-9:00 in the Swanville Center.
The following claims were presented for payment. Members of the council were furnished with a listing. Tony Maciej made a motion to approve the claims. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, March 10, 2020 at 7:00 pm because of primary election on March 3.
There being no further business, a motion was made by Norm Carlson and seconded by Deb Wood to adjourn. All members voted in favor, motion carried. Meeting adjourned 7:55 pm.
