Swanville City February 5, 2019

Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, February 5, 2019. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Jim Molitor, Deb Wood, Norm Carlson, and Tony Maciej. Also present: Jeremy Boots, Bryan Allen, Christi Bernadot, and reporter Sheila McCoy.
Minutes of the Swanville City Council meeting Tuesday, January 8, 2019 were reviewed. After discussion, a motion was made by Deb Wood to approve the minutes. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by Tony Maciej to approve the treasurer’s report. All members voted in favor, motion carried.
Jeremy Boots, representing Moore Engineering, was present to discuss with council putting a chip seal on the paved streets which should be included on the city’s capital improvement plan. Boots suggested applying the seal to one-fifth of the city at a time to spread out the costs. This process would not be done until the weather is warm.
Bryan Allen was present to ask to change the renew of Red’s Irish Pub Liquor License name to Lucky’s Saloon. Jim Molitor made a motion to give Lucky’s Saloon the yearly liquor license for the fees of: Off Sale: $150.00, On Sale: $2000.00, Sunday License: $250.00 and 2:00 a.m. closing fee: $100.00 for a total of $2500.00. Tony Maciej seconded the motion. All members voted in favor, motion carried. The liquor license will start on March 6, 2019.
The mayor informed the council that a variable frequency drive control for the sewer plant motor should be purchased in the amount of $3500.00. With this control it should save energy by 50 percent at the sewer plant. Jim Molitor made a motion to purchase the VFD control. Norm Carlson seconded the motion. All members voted in favor, motion carried.
Mayor Lange presented to council Resolution #19-0205 for a donation of $3000.00 from the Swanville Lions Club to put in an electric powered handicap door opener on the front door of the park building. Jim Molitor made a motion to accept Resolution #19-0205. Tony Maciej seconded the motion. All members voted in favor, motion passed. The council appreciates the Swanville Lions for their generous donation.
Mayor Lange reminded council of the Local Board of Appeal meeting on Thursday, April 11- 9:00 a.m.
The following claims were presented for payment. Members of the council were furnished with a listing. Tony Maciej made a motion to approve the claims. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, March 5, 2019 at 7:00 p.m.
There being no further business, a motion was made by Deb Wood and seconded by Norm Carlson to adjourn. All members voted in favor, motion carried. Meeting adjourned 7:45 p.m.
