Minutes of the Swanville City Council meeting held in the Swanville Community Center on Wednesday, February 8, 2012. The meeting was called to order at 7:30 p.m. with the following members present: Sandy Peterson, Jim Molitor, AJ Johnson, and Tim Grittner. Absent: Jim Piekarski. Also present: Reporter Liz Verley and Brain Zapzalka.
Minutes of the Swanville City Council meeting held January 3, 2012 were read. Mayor Peterson made a motion to accept the minutes as read. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by AJ Johnson and seconded by Tim Grittner to approve the treasurer’s report. All members voted in favor, motion carried
MN Pollution Control sent the Mayor a letter stating four corrections on the waste water application must be completed before approval will be given. The maintenance man is working with the pollution control agent and the application will be submitted when required sampling results is completed. This application is done every four years.
The remodeling of the library and city office project was voted on by the Swanville Lions. It was passed to give the project a maximum of $25,000.00. Bids for this project was looked at and discussed. Tim Grittner made a motion to have a council member and the mayor go over the bids with the contractors to make sure nothing was left out of the bids and then grant the project to the contractor with the best bid. AJ Johnson seconded the motion. All members voted in favor, motion carried.
The Mayor asked if there are any questions about the 2012 budget. After discussion Jim Molitor made a motion to accept the budget. Tim Grittner seconded the motion. All members voted in favor, motion carried.
The City has received a check for $10,000.00 from the Morrison County IRP Loan fund. This is the final payment to close out what the city put into the fund.
The Swanville Lions have been paying the city maintenance man and the City $200.00 each per year for the grassing cutting to the west of Hwy 28. The Lions would like to stop paying this amount. Council decided this will be part of maintenance man job description.
Mayor Peterson reported that there is still one home owner spot open for the Small Cities loan fix up project. An ad will be put in the Flyer to see if anyone else is interested in the fix up loan.
The city plow truck has the new plow and sander installed. The council feels the trucks value should be changed to $52,000.00 on the insurance policy. The clerk will contact the insurance agent and have this changed on the policy.
MN Department of Health has completed its sanitary survey report. The requirements and recommendations on the report were discussed. City maintenance man, Brian, stated he is talking with the representative and what will be done to complete the requirements.
Mayor asked about the bio-solids that was talked about at a previous meeting. Brian stated he did not hear back from Todd County yet on this matter.
The animal humane society sent out their yearly agreement. After discussion, Jim Molitor made a motion to sign the 2012 agreement. Tim Grittner seconded the motion. All members voted in favor, motion carried.
It was bought to the council’s attention that the Swanville Lions would like to take out the existing booths that are in the park building along the east wall and replace them with tables and chairs. After discussion, Tim Grittner made a motion to have the Lions replace the booths with table and chairs. Mayor Peterson seconded the motion. All members voted in favor, motion carried.
Brian stated he would like to go to the MN Rural Water Conference for continued water classes on March 6-8. Jim Molitor made a motion to send Brian and the Mayor, if she decides to go, to this conference. Tim Grittner seconded the motion. All members voted in favor, motion carried.
The following claims were presented for payment. Members of the Council were furnished with a listing. Tim Grittner made a motion to approve the claims. AJ Johnson seconded the motion. All members voted in favor, motion carried.
The next monthly meeting will be held March 6, 2012, at 7:30 p.m.
There being no further business, a motion was made by Jim Molitor and seconded by Tim Grittner to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:45 p.m.
