Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, July 10, 2018. The meeting called to order 7:00 p.m.with the following members present: Sandy Lange, Jim Molitor, Norm Carlson and Tony Maciej. Absent: Deb Wood Also present: Jon Archer, reporter Sheila McCoy, and Lonny Hutchins.
Minutes of the Swanville City Council meeting held Tuesday, June 5, 2018 were reviewed. A motion was made by Norm Carlson to approve the minutes as printed. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The treasure’s report was given. A motion was made by Jim Molitor and seconded by Norm Carlson to approve the treasurer’s report. All members voted in favor, motion carried.
Jon Archer, from Schlenner Wenner & Co, was present to go over the yearly audit. Jon explained the audit in detail and answered questions from council members. Archer advised council that raising water, sewer, refuse and recycling rates would be a good plan with the growing operating costs. Jim Molitor made a motion to accept the audit as presented. Norm Carlson seconded the motion. All members voted in favor, motion carried.
Water, sewer, refuse and recycling rates were looked over and discussed. After discussion, Jim Molitor made a motion to raise each rate 3% on August 1, 2018. Norm Carlson seconded the motion. All members voted in favor, motion carried. Council agreed water turn offs will occur as notified in a delinquent letter sent to the resident according to water policy. No partial payments on an overdue account, must be paid in full. Hook up charge must be paid before water will be turned on. If a hardship has occurred, resident must be present at the council meeting.
Mayor Lange passed out a preliminary lot plan for the City Industrial Park. Council will look at and discuss in the future.
Land use applications were looked at and discussed. Planning and Zoning has approved each of the applications. Roxanne Thompson applied to build a 15’x18’screened in front porch onto existing house. Sandy Lange applied to put up a 4’ retaining wall. Swanville School would like to do cement work in front of concession stand and under bleachers by football field. Brian Schneider would like to redo entry deck in front of house. Swanville Baseball Club would like to add a fence, dug out, back stop, and outfield fence on new ball field. Tony Maciej made a motion to approve all the building applications. Norm Carlson seconded the motion. All members voted in favor, Mayor Lange abstained from her application. Motion carried.
Swan River clean up is now complete. Mayor Lange said that a land use lease agreement needs to be signed between the City and Loxterkamp Farms and Rainbow Acres. Jim Molitor made a motion to have the Mayor and Clerk sign the agreement. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The city maintenance worker wage was looked at and discussed. After discussion, Jim Molitor made a motion to raise his wage to $44,000.00 yearly with $291.67 ins+disability+cell phone effective August 1, 2018. Tony Maciej seconded the motion. All members voted in favor, motion carried.
Council discussed repairing the curb and cutter in front of the school because of run off in the spring and heavy rain. Maintenance worker will talk with engineering firm for advise.
There will be affidavits of candidacy for the City General Election opening on July 31 to August 14, 2018. Offices to be filed are: Mayor-2 year term, two Council Members-4 year term and one Council Member-2 year term. Filing fee is $2.00. Contact the Swanville City Clerk/Treasurer.
The following claims were presented for payment. Members of the council were furnished with a listing. Tony Maciej made a motion to approve the claims. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, August 7, 2018.
There being no further business, a motion was made by Tony Maciej and seconded by Mayor Lange to adjourn. All members voted in favor, motion carried. Meeting adjourned 9:15 p.m.
