Swanville City • July 6, 2021

Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, July 6, 2021. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, Norm Carlson, Tony Maciej, Jim Molitor, and John Dragseth. Also present: Bryan and Christi Allen, Clif Allen, Ron Kresha, Lonny Hutchins and reporter Tyler Ohmann.
Minutes of the Swanville City Council meeting Tuesday, June 8, 2021 were reviewed. A motion was made by Norm Carlson to approve the minutes. Jim Molitor seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by Tony Maciej to approve the treasurer’s report. All members voted in favor, motion carried.
Bryan and Christi Allen presented to council an outline of the possible campground on their property which is not in the city limits. The road going to the Allen’s property, Fourth Street, is in the City of Swanville. Mayor Lange stated there is road repair in the near future on that street and the Allen’s would probably be assessed for the added traffic repair work. Other than that, the council didn’t see any problems at this time.
City Engineer, Clif Allen, talked about the water tank and the decision will have to be made soon on the cement storage tank or a traditional water tower. Council was in agreement to have four test wells completed, for the best supply of water for the new well house.
Jon Archer, auditor form Schlenner, Wenner & Company, presented the city audit for 2020. Archer stated no significate issues with any statements, errors or any issues that would raise a red flag. Overall, the audit went smoothly. After explaining the audit by Archer and discussion by council, Norm Carlson made a motion to accept the 2020 audit. Jim Molitor seconded the motion. All members voted in favor, motion carried.
Mn State Representative Ron Kresha was present to inform and discuss with council legislative updates and details on topics for small cities. Rep. Kresha stated council can call his office and he would be glad to discuss money that would be available for small city projects.
Gene Harthan applied for a land use permit to remove a utility shed and build a 28’x30’ garage and pour new cement. After discussion, Tony Maciej made a motion to give Harthan the land use permit. Norm Carlson seconded the motion. All members voted in favor, motion carried.
Mayor Lange presented to council Resolution # 21-0706A stating the Swanville Lions Club would like to donate $60,000.00 to the city to be used toward the construction of the City Museum. John Dragseth made a motion to accept Resolution # 21-0706A donation from the Swanville Lions Club. Tony Maciej seconded the motion. All members voted in favor, motion carried. Council acknowledges the Swanville Lions for their generous donation.
Mayor Lange then presented the council with Resolution #21-0706B which states the city will accept funds from American Rescue Plan Act (ARPA). Jim Molitor made a motion to accept Resolution #21-0706B. John Dragseth seconded the motion. All members voted in favor, Motion carried.
The following claims were presented for payment. Members of the council were furnished with a listing. Norm Carlson made a motion to approve the claims. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, July 6, 2021 at 7:00pm in the Swanville Center.
There being no further business, a motion was made by Tony Maciej and seconded by Jim Molitor to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:50 p.m.
