PUBLIC HEARING
Mayor Lange called the Public Hearing to order at 6:30 pm. Council members present: Mayor Lange, Deb Wood, Norm Carlson, and Jim Molitor. Absent Tony Maciej. Also present: via conference call Aaron Meyer and Katie Breth, from MN Rural Water, Clif Allen, and reporter Sheila McCoy. The purpose of the hearing was to hear public input on the Well Head Protection Plan. Meyer gave an explanation on the emergency response of the well head plan and explained the free grant programs to close any old well on personal property in the City of Swanville. Meyer answered questions from council. There were no complaints or comments for or against the plan. Mayor Lange then closed that public hearing and opened the seconded Public Hearing. The purpose of this hearing is to hear public input on Adopting Ordinance #20-0602 Section 3.2 G Zoning Districts, which states residents are required to build a principal structure before an accessory structure can be built. There were no complaints or comments from anyone on this hearing. Mayor Lange made a motion to close the Public Hearings. Deb Wood seconded the motion. All voted in favor.
CITY COUNCIL MEETING
Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, June 2, 2020. The meeting was called to order 7:05p.m. with the following members present: Sandy Lange, Deb Wood, Norm Carlson, and Jim Molitor. Absent: Tony Maciej. Also present: via conference call: Aaron Meyer and Katie Breth, from MN Rural Water, City Engineer Clif Allen, and reporter Sheila McCoy.
Minutes from the May 5, 2020 Swanville City Council meeting were reviewed. After discussion, a motion was made by Jim Molitor to approve the minutes. Deb Wood seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Norm Carlson and seconded by Jim Molitor to approve the treasurer’s report. All members voted in favor, motion carried.
Clif Allen, City Engineer, gave a report on the Intended Use Plan letter for the city water tower. After discussion, Deb Wood made a motion to sign and send the IUP letter to the State of Mn for consideration. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The Well Head Protection Plan was again discussed. After discussed, Jim Molitor made a motion to adopt the Well Head Protection Plan for the City of Swanville. Deb Wood Seconded the motion. All members voted in favor, motion carried. Aaron Meyer, MN Rural Water, will be working with the Clerk to send the plan onto the MN Dept of Health.
Natasha Bednar applied for a land use permit to put up a movable chicken coop. It will house 2.5 chickens, with a bantam chicken counted as a half. Mayor Lange made a motion to give Bednar a permit to put up a movable chicken coop, housing 2 chickens and 1 bantam chicken. Jim Molitor seconded the motion. The $50.00 permit charge was received by the Clerk. All members voted in favor, motion carried.
Mayor Lange reported that the variable frequency drive motors are installed at the sewer plant. This should be a big savings on the electric bill at the sewer plant.
Ordinance #20-0602 Section 3.2 G was again looked at. This ordinance states: all residential districts (Medium, Low and High) are required to build a principal structure before an accessory structure can be built, unless the property owner is a neighbor buying the property to increase their property size to fit an accessory structure to meet setbacks. Jim Molitor made a motion to adopt ordinance #20-0602 Section 3.2G. Deb Wood seconded the motion. All members voted in favor, motion carried.
It was reported that complaints have been made about the new townhouses on North Berkey Avenue. The owners will be contacted to see why grass has not been planted and piles of cement are on the dirt.
The addition to the north of North Berkey Avenue was discussed. At this time the cost of extending the lots and adding water and sewer to the north does not seem feasible and will be put on hold for now.
The opening of the city park building was discussed. It was decided the building will open to one rental a weekend and be based on the state regulations as they change. There will be a waiver of liability form signed by each renter. There will also be deeper cleaning after each rental with sanitizing solution.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, July 7, 2020 at 7:00 pm.
There being no further business, a motion was made by Mayor Lange and seconded by Deb Wood to adjourn. All members voted in favor, motion carried. Meeting adjourned 8:00 pm.
