Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, June 5, 2018. The meeting called to order 7:00 p.m.with the following members present: Sandy Lange, Deb Wood, Norm Carlson, and Tony Maciej. Absent: Jim Molitor. Also present: reporter Sheila McCoy.
Minutes of the Swanville City Council meeting Tuesday, May 8, 2018 were reviewed. A motion was made by Deb Wood to approve the minutes as printed. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Tony Maciej and seconded by Norm Carlson to approve the treasurer’s report. All members voted in favor, motion carried.
The Swanville Lions Club is requesting a 3 day temporary strong liquor license for the Swanville Carnival June 29, 30 and July 1. Tony Maciej made a motion to give the Swanville Lions Club a 3 day temporary strong liquor license for a fee of $80.00 for June 29, 30 and July 1, 2018. Deb Wood seconded the motion. All members voted in favor, motion carried. The Clerk will send in the necessary paper work to the State of MN.
Council discussed naming the park next to Springbrook Drive. Tabled
Mayor Lange gave a report on the Swan River trail clean-up. The clean-up work was completed on May 21. Signs need to be added and fence work needs to be done. Mayor Lange stated that the Swanville Sportsmen would help with the signs and fence. The Mayor would like a water trail grand opening Saturday, June 30. With the extra work that needs to be done the Swanville Lions Club has donated $1000.00 toward the project. Norm Carlson made a motion to accept resolution #18-0605 which is the $1000.00 donation from the Swanville Lions Club for the trail improvements. Deb Wood seconded the motion. All members voted in favor, motion carried.
Mayor Lange presented to the council resolution #18-0605b which states the Swanville Women’s Civic Club is donating $200.00 toward the flowers on main street. Deb Wood made a motion to accept Resolution #18-0605b accepting the $200.00 for the flowers. Tony Maciej seconded the motion. All members voted in favor, motion carried.
Purchasing land from Diane Piekarski for a new water tower was discussed. Council feels about 3 acres of land would be needed. No price has been given at this time. Tabled
Two building applications were presented to council. Planning and Zoning has approved both applications. Tony Maciej at 316 DeGraff Avenue would like to demolish a garage and add a cement patio and sidewalk to the north of the building. Norm Carlson made a motion to approve the building application for Tony Maciej. Deb Wood seconded the motion. All members voted in favor, Maciej abstained. Motion carried. Royal Loven at 116-4th Street would like to add a privacy fence to the west of his property. Tony Maciej made a motion to approve the building application for Loven. Deb Wood seconded the motion. All members voted in favor, motion carried.
Council member Maciej stated the problem with semi-trucks on Rhoda Avenue not stopping at the stop sign continues. After discussion, it was decided Maciej will talk with the JennieO manager. There is the possibility that Rhoda Avenue would be closed off to commercial trucks and be open to residents only.
The Swanville Lions are requesting to put a swinging wall in the pavilion park shelter. The Lions would pay for this project. Council did not have a problem with this project.
It was decided to look at the utility rates after the 2017 audit is presented. Tabled
The following claims were presented for payment. Members of the council were furnished with a listing. Tony Maciej made a motion to approve the claims. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held at on Tuesday, July 3, 2018 at 7:00 pm.
There being no further business, a motion was made by Tony Maciej and seconded by Deb Wood to adjourn. All members voted in favor, motion carried. Meeting adjourned 7:50 pm.
