The following members were present for the public hearing: Mayor Sandy Lange, John Dragseth, Norm Carlson, Tony Maciej, and Jim Molitor. Also present: City Engineer, Clif Allen, no residents present for Public Hearing.
The Public Hearing was opened at 6:45 pm. Mayor Lange then turned the hearing over to City Engineer, Clif Allen who was present to inform the public on the water tower improvements project and loan process, this loan will be through USDA Rural Development. Allen explained the USDA Program and proposed cost and financing. The Hearing was then closed.
Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, June 8, 2021. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, John Dragseth, Norm Carlson, Tony Maciej and Jim Molitor. Also present: City Engineer, Clif Allen.
Minutes of the Swanville City Council meeting Tuesday, May 4, 2021 were reviewed. A motion was made by John Dragseth to approve the minutes. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Norm Carlson and seconded by Tony Maciej to approve the treasurer’s report. All members voted in favor, motion carried.
Clif Allen, City Engineer, explained to the council the DEED loan of $600,000.00 which was applied for did not get approved this year, but will be reapplied for next year. Different plans were discussed for the water tower, it was then decided to have a water tower planning session. On Tuesday June 22, 2021 at noon. The council will get together with Allen to discuss the different proposals for the tower project.
Paul Dzieweczynski applied for a land use permit to put a culvert and driveway in on his property on 3 Brentwood circle. After discussion, Jim Molitor made a motion to give the land permit to Dzieweczynski. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The numbers of vehicles on a property were discussed and was then decided since the mayor is going over the present ordinances, the wording will be changed in the rough draft of this ordinance and have council and the attorney’s approval before the ordinance will be accepted.
Lake Pepin will have an ordinance stating 3 day stay only but can register with the City Clerk for permission to stay up for an up to stay 7-day permit. This will also be in the new ordinances.
It was decided to allow people who are interested in buying a park bench and have a memorial plague on the bench be installed in the park. This will have to be brought to the City Clerk for approval and as to where the bench will be placed.
The Schlenner, Wenner agreement for the audit was presented to the council. After discussion, Jim Molitor made a motion to sign the agreement. John Dragseth seconded the agreement. All members voted in favor, motion carried.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, July 6, 2021 at 7:00 pm in the Swanville Center.
There being no further business, a motion was made by Tony Maciej and seconded by Jim Molitor to adjourn. All members voted in favor, motion carried. Meeting adjourned 7:50 pm.
