Swanville City • March 10, 2026

The Public Hearing, Tuesday, March 10, 2025 was opened at 6:45 pm. Members present: Sandy Lange, Norm Carlson, Carter Loven, Jim Molitor and Tony Maciej. Also Present: Troy & Jen Nouis, Jeff Baum and reporter Sheila McCoy. The purpose of this hearing is to hear public comments on rezoning lot 5 block 1 in the Industrial Park from industrial to high residential. Mayor Lange opened the floor for public comments. Troy Nouis property owner of the lot that abuts to the lot that is up for rezoning is concerned about rezoning that lot could hinder the sale of his lot. Mayor Lange stated she has talked with the potential buyer and he did not see an issue with what would go into the building next to the lot to the north. After all present were heard, Mayor Lange closed the hearing and opened the regular monthly meeting.
Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, March 10, 2026. The meeting was called to order at 7:00 p.m. with the following members present: Sandy Lange, Norm Carlson, Jim Molitor, Carter Loven and Tony Maciej. Also present: Chris Kircher, Chris Gilyard, Jeff Baum and reporter Sheila McCoy.
Minutes of the Swanville City Council meeting held Tuesday, February 10, 2026 were reviewed. A motion was made by Tony Maciej to approve the minutes. Carter Loven seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Norm Carlson and seconded Jim Molitor to approve the treasurer’s report. All members voted in favor, motion carried.
Floor was opened for public comment-no comments.
Chris Kircher and Chris Gilyard representing the Swanville School Board were present to explain the building extension of the weight room on the school which will be built on over the sewer line. After discussion, Tony Maciej made a motion to have the mayor sign an agreement that states the council is in agreement to allow the school to build the extension of the school over the line. Carter Loven seconded the motion. All members voted in favor, motion carried.
Mayor Lange presented the final application of payment to Eagle Construction in the amount of $38,247.22. This will be sent into USDA for reimbursement of payment.
Resolution #26-0310 was presented to council authorizing the sale of property, Lot 1, Block 2 in the North Berkey 1st Addition, to James and Marcella Waltman. Carter Loven made a motion to sell Lot 1 Block 2 in the North Berkey 1st Addition to James and Marcella Waltman. Norm Carlson seconded the motion. All members voted in favor, motion carried.
Council discussed sending letters to the people that have put money down holding a lot in North Berkey 1st Addition. Plans to build need to be in place and property needs to be bought or the city will refund the down payment and allow the lot to be available to another interested party.
Mayor Lange presented Ordinance #26-0310 stating an amendment to the City of Swanville zoning map part of Lot 5, Block 1 is hereby changed from Industrial District (I-1) to Residential District (R-3). Jim Molitor made a motion to adopt Ordinance #26-0310 to change from Industrial to Residential Lot 5, Block 1. Tony Maciej seconded the motion. Al members voted in favor, motion carried. The Ordinance will be published in the Morrison County Record.
Mayor Lange presented council with the amended Cannabis Ordinance to allow cannabis cultivation for discussion. After discussion, Jim Molitor made a motion to adopt the amended ordinance. There was no second. Discussion resumed. After discussion had ended, Norm Carlson made a motion to leave the Cannabis Ordinance as is with no amendment. Carter Loven seconded the motion. A vote was taken: Tony Maciej, Carter Loven and Norm Carlson voted in favor of the motion to not change the present Cannabis Ordinance. Mayor Lange and Jim Molitor did not vote. Motion passed to not accept the amendment to the Cannabis Ordinance.
Council reviewed water and sewer rates. With the raising chemical prices council felt there needs to be a raise in sewer rates. Tony Maciej made a motion to raise the sewer rates 10%. The increase will put the sewer base rate to $18.39 and the price per gallons used at $7.25. Carter Loven seconded the motion. All council members voted in favor, motion carried. Increase will go into effect April 1st, 2026.
City wide clean-up day is set for Saturday, May 9th from 9:00-11:00 am taking place by the city park.
The Swanville Community Center which houses the Library/Museum is in need of a new roof. City maintenance is getting quotes. The clerk will check into possible funding.
The Local Board of Appeal and Equalization will meet Wednesday, April 22, 1:00 pm in the Swanville Center.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Tony Maciej seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, April 7, 2026 at 7:00 pm in the Swanville Center.
There being no further business, a motion was made by Carter Loven and seconded by Norm Carlson to adjourn. All members voted in favor, motion carried. Meeting adjourned 7:55 pm.
