PUBLIC HEARING: Mayor Lange called the Public Hearing to order at 6:30 p.m. Council members present: Sandy Lange, John Dragseth, Norm Carlson. Jim Molitor and Tony Maciej. Also present: Clif Allen, reporter Tyler Ohmann, and Steve Gruber. The purpose of the public hearing is to inform the residents of the City of Swanville of the upcoming water system improvements. Mayor Lange then turned the hearing over to City Engineer Clif Allen. Allen explained the improvements and the cost estimates. The public hearing is also one of the requirements connected to receiving a grant application. After Allen finished his presentation, Mayor Lange closed the public hearing at 6:50 p.m.
CITY COUNCIL MEETING: Minutes of the Swanville City Council meeting held in the Swanville Center on Tuesday, March 2, 2021. The meeting called to order 7:00 p.m. with the following members present: Sandy Lange, John Dragseth, Norm Carlson, Jim Molitor, and Tony Maciej. Also present: Clif Allen, Steve Gruber, Lonny Hutchins, and reporter Tyler Ohmann.
Minutes of the Swanville City Council meeting Tuesday, February 2, 2021 was reviewed. A motion was made by Jim Molitor to approve the minutes. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The treasures report was given. A motion was made by Jim Molitor and seconded by Tony Maciej to approve the treasurer’s report. All members voted in favor, motion carried.
City engineer, Clif Allen, once again talked about the water tower and improvements. He explained the action items which include the application and cover which needs to be signed and is ready to be sent in for the $600,000.00 grant. John Dragseth made a motion to sign the grant application for Small Cities Development Grant (DEED). Norm Carlson seconded the motion. All members voted in favor, motion carried. There was also discussion on redoing old water lines on 3rd, 4th and 6th streets, wells and the water storage tank.
Mayor Lange reported the $10,000.00 portion from SourceWell for Energy & Environment grant, which the Mayor applied for, was received. The city is waiting for Region 5’s matching portion.
Mayor Lange would like to possibly turn the old dentist office space in the Community Center into a city museum. Still in the planning stages, but a possible plan would be a self-guided tour and have the same hours as the library.
Reminder of the Local Board of Appeal and Equalization is scheduled for Tuesday, April 20, 2021 at 10:00 a.m. in the Swanville Center.
City maintenance worker, Lonny reported there was a water leak repaired by the city park fountain. Lonny will hire someone to camera the sewer line at the Swanville Center, to see what is plugging the sewer line.
Resident Steve Gruber was present to report a safety concern about cars parking on 6th Street by his house. The street is narrow and with the number of cars parked on the street he feels it is a safety hazard for anyone walking or other cars driving on the street. Council member Maciej stated he will visit with the owner of the vehicles.
There was discussion on City wide clean-up day. It was decided that Saturday, May 15th would be a good day. The Clerk will check with LP Sanitation for roll offs and A & A Recycling, who handles the white goods and misc. items, if they are available on that date.
The following claims were presented for payment. Members of the council were furnished with a listing. Jim Molitor made a motion to approve the claims. Norm Carlson seconded the motion. All members voted in favor, motion carried.
The next regular monthly meeting will be held Tuesday, April 6, 2021 at 7:00 p.m.
There being no further business, a motion was made by Jim Molitor and seconded by Tony Maciej to adjourn. All members voted in favor, motion carried. Meeting adjourned 7:55 p.m.
